08A <br /> 11/25/2024—Conditional Use Permit Garage Addition, 6951 Knollwood Drive <br /> Page 3 <br /> Strategic Plan Strategy/Goal: <br /> Continue BR&E program, maximize utilization of development space and current list of available <br /> sites, encourage land owners to maintain their properties, & consider residential development. <br /> Financial Impact: <br /> N/A <br /> Staff Recommendation: <br /> City Staff recommend that the Mounds View City Council approval of the conditional use permit <br /> for a garage addition at 6951 Knollwood Drive, with the following conditions and findings of fact: <br /> Conditions for Approval <br /> 1) The proposed modification to the accessory building conforms with §§ 160.028 and <br /> 160.087(A) of the zoning code. <br /> 2) The garage addition will be compatible in appearance with the existing garage ensuring a <br /> uniform appearance on the property. <br /> 3) The accessory building will be a permanent structure with foundation matching the existing <br /> garage. <br /> 4) The garage and addition will only be used for storage and related activities, not for living. <br /> Findings of Fact for Approval <br /> 1) Wayne Spiering owns the residential property at 6951 Knollwood Drive. <br /> 2) The property consists of a house and detached garage. The square footage of the existing <br /> detached garage is approximately 942 square feet. The applicant proposes an addition to <br /> the garage, resulting in a 1,338-square-foot structure. <br /> 3) Mounds View Zoning Code standards allow an accessory building of more than 952 <br /> square feet only with a conditional use permit. <br /> 4) The requested garage addition will not significantly impact surrounding properties and <br /> meets the standards for approval of a conditional use permit in Section 160.087 of the <br /> Mounds View Zoning Code. <br /> As required a public hearing notice was published in the Pioneer Press on November 15, 2024, <br /> and mailed to property owners within 500'. <br /> Staff recommends approval of Resolution 10012, approving the conditional use permit for a <br /> garage addition at 6951 Knollwood Drive. <br /> I Fie IVluurlub V lew V 151url <br /> A Thriving Desirable Community <br />
