RESOLUTION 10010 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING A CONDITONAL USE PERMIT FOR <br />A DYNAMIC DISPLAY SIGN AT 7687 LONG LAKE ROAD <br />WHEREAS, the property at 7687 Long Lake Road is owned by Free Life Family Worship Center <br />("Owner") which operates a church at that location; and, <br />WHEREAS, the above noted property is zoned R-1 Single Family Residential; and, <br />WHEREAS, the applicant Calvin Woods wishes to erect a dynamic display sign on the property, <br />consisting of an electronic sign face 8'-0" wide by 1 "-4" high, or 10.7 square feet in area, attached to a frame <br />of wooden cross beams 6 feet high and 12 feet across; and, <br />WHEREAS, Dynamic display signs are regulated in the Mounds View Zoning Code in <br />Section 161.038(H), including the stipulation that dynamic display signs are a permitted use in the <br />commercial and industrial zoning districts but allowed only with a conditional use permit ("CUP") for schools, <br />churches, places of worship or other institutional land uses in other districts. <br />WHEREAS, the Mounds View Planning Commission has reviewed this request and has examined <br />the potential adverse effects that could result from the proposed sign, made findings of fact and <br />recommends approval via its resolution of the request for a CUP. <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council ("City Council") hereby <br />approves the CUP for a dynamic display sign at 7687 Long Lake Road as submitted by the applicant at the <br />Planning Commission meeting of November 6, 2024, subject to the following findings of fact, conditions <br />and requirements: <br />Section 1. Findings of Fact for Approval. The City Council hereby makes the following findings of fact: <br />1) Free Life Family Worship Center owns the property at 7687 Long Lake Road. The site has been <br />used as a church and school for many years. <br />2) Dynamic display signs are regulated in the Mounds View Zoning Code in Section 161.038(H), which <br />standards apply to the proposed sign. <br />3) The proposed sign face will be 8'-0" by 1 "-4", or 10.7 square feet in area, attached to a frame of <br />wooden cross beams 6 feet high and 12 feet across. <br />4) The required front setback for a sign is 15 feet from the property line or right-of-way line.
