<br />City Of Mounds View • 10 <br />Solid Waste and Recycling Standards <br /> <br />DOCSOPEN\MU210\313\990920.v5-11/21/24 <br />7 Multiple-Unit Solid Waste Standards <br />7.1 Each property must provide for the separation of recyclables, yard waste, bulky waste, <br />and other items designated in these standards from garbage, and shall ensure the <br />appropriate processing or disposal of all solid waste in accordance with Minnesota <br />statutes and county policies. <br /> <br />7.2 Each property having four (4) or more residential units shall have weekly garbage <br />dumpster or equivalent service, provided by a hauler licensed by the City. <br />A. The dumpsters shall be of a capacity to fully contain garbage between collections, <br />covered, and of an approved sanitary type with the proper attachments for lifting <br />onto garbage trucks. The dumpsters shall be water-tight and rodent and vermin- <br />proof. <br /> <br />B. Containers shall be equipped with self-closing lids such that residents may easily <br />place garbage in the containers but garbage shall not be exposed to wind, and <br />human and animal scavengers and vectors of disease are discouraged from <br />accessing or removing garbage. <br />C Garbage shall be removed more often than weekly if dumpsters become full. <br />Garbage shall be transported and disposed of in accordance with state laws and <br />rules and county policies regarding licensed disposal and processing. <br /> <br />8 Collection and Composting of Tree and Shrub Waste, Other <br />Yard Waste, and Source Separated Compostable Materials <br />8.1 Yard waste shall be properly disposed of by: <br />A. Backyard composting or in-place mulching (as by “mulching mowers”). <br />B. Collected by a hauler separate from the garbage. <br />C. Collected by an independent lawn service. <br />D. Taken by the resident or property owner to an approved county or private yard <br />waste drop-off or transfer facility. <br />E. Including yard waste in a source-separated organics collection program, if <br />available. <br /> <br />8.2 Home lawn, garden waste, and kitchen food scraps may be composted in small <br />quantities on a residential lot as long as the compost pile does not create a nuisance for <br />neighbors due to objectionable odor, vectors of disease or unsightliness. <br />A. Backyard composting must be done in a structure that prohibits the entry or nesting <br />of rodents and vermin. Composting of meats or fats that attract rodents and vermin <br />is prohibited in backyard composting. <br />B. Compost structures must be placed at least five feet from rear- and side-yard <br />property lines and shall not be placed in a front yard. Compost structures shall be <br />properly maintained and shall not be unsightly.
