<br />City Of Mounds View • 12 <br />Solid Waste and Recycling Standards <br /> <br />DOCSOPEN\MU210\313\990920.v5-11/21/24 <br />recycling containers, and shall provide educational information to all residents in the <br />building on the proper transportation and disposal of household hazardous waste. <br /> <br /> <br />10 Commercial Solid Waste Standards <br />10.1 Each business or commercial property must provide for the separation of designated <br />recyclables, bulky waste and other items designated in these standards from garbage, <br />and shall ensure the appropriate processing or disposal of all solid waste in accordance <br />with Minnesota Statute, 115A.151, Minnesota Pollution Control Agency regulations <br />and Ramsey County policies. <br /> <br />10.2 Each business or commercial property shall have weekly garbage dumpster or <br />equivalent service, provided by a commercial hauler licensed by the City. <br />A. The dumpsters shall be of a minimum capacity of one cubic yard, covered, and of <br />an approved sanitary type with the proper attachments for lifting onto garbage <br />trucks. The dumpsters shall be water-tight and rat and vermin-proof. If garbage <br />carts are used, there shall be adequate capacity in size and/or number of carts to <br />contain all waste generated between collections. <br />B. Garbage shall be removed at least once weekly, and more often if garbage carts or <br />dumpsters become full. Garbage shall be transported and disposed of in accordance <br />with state laws and rules and county policies regarding licensed disposal and <br />processing. <br /> <br />10.3 Each business or commercial property shall provide for recycling services for all units. <br />A. Adequate containers shall be provided by the owner or by the recyclables hauler <br />for all recyclable materials. Containers shall be stored on the premises in a location <br />that is convenient for building tenants to place recyclables and for haulers to collect <br />recyclables. The containers for recycling will be covered and secured so that <br />building tenants may easily place recyclables in the containers. Recyclables shall <br />not be exposed to wind, rain and snow. The recycling container lids should also <br />discourage human and animal scavengers from accessing or removing recyclables. <br />B. Recyclable materials shall include the same list as the City’s residential recycling <br />program (see Sec. 2.2 above) unless the City approves a variance in writing, in <br />addition to any business-specific recyclables for which a market is available (e.g., <br />metal turnings, printing rolls or end runs, or other types of commercial or industrial <br />scrap commodities). <br />C. All recyclable materials placed by building tenants in the recyclables collection <br />containers should be collected at least weekly and processed and marketed for <br />recycling by a properly licensed recycling company, and all recyclables must be <br />appropriately recycled as per Minnesota laws and regulations. No recyclable <br />materials placed by building tenants in the recyclables collection containers will be <br />collected or disposed of as garbage. <br />D. Recycling education information should be provided to all building tenants that <br />explains the reasons to recycle, recyclables to be separated from solid waste, the <br />manner of separation and the location of the containers provided for recycling.
