Council directed staff to clarify maximum pricing language. <br /> Item F. a. Resolution 10024 updates the standards with that clarification. <br /> Item F. b. Second Reading — Roll Call Vote and Adoption updates the Ordinance <br /> language <br /> Discussion: <br /> Pricing transparency is critical to ensure consumer protection. The "Junk Fees" <br /> legislation recently passed by the MN. Legislature and signed into law is an example of <br /> consumer protection as that law requires all mandatory fees to be disclosed. <br /> While the legislation does not detail the practice of "fees" imposed that are in fact, not <br /> governmental fees; but may appear to be so, one could argue they fall into the same <br /> category— price transparency. <br /> The updates to the Solid Waste Standards required operators choosing to license in the <br /> City of Mounds View to submit their prices for residential trash services, including the <br /> Ramsey County Environmental Chare of 28% and the State of Minnesota Fee of 9.75%. <br /> Other fees that appear on some customer bills — Taxable fuel surcharge, Non-taxable <br /> recycle surcharge, Recycling Commodities Adj. are not governmental fees imposed for <br /> the hauler to collect, rather add additional revenue to the hauler. <br /> The update to the standards addresses that standards provides clarity and transparency <br /> to the consumer when making their choice on which hauler to choose.
