4.8 Upon collection by the owner or the owner's contracted independent hauler, that <br /> person shall deliver the designated recyclables to a recyclable material processing <br /> center, an end market for sale or reuse, or to an intermediate collection center for later <br /> delivery to a processing center or end market. No recyclable materials placed by <br /> residents in the multiple-unit recyclables collection containers will be collected or <br /> disposed of as garbage. It is unlawful for any person to transport for disposal or to <br /> dispose of separated designated recyclables in a mixed municipal solid waste disposal <br /> facility. The contractor or hauler shall transport all designated recyclables in a <br /> covered vehicle so the recyclables do not drop or blow onto any public street or <br /> private or public property during transport. <br /> 4.9 It is unlawful for any person, other than the owner or the owner's independent hauler, <br /> to collect, remove, or dispose of designated recyclables after the materials have been <br /> placed or deposited for collection in the recycling containers. The owner, owner's <br /> employees, owner's independent hauler's employees, or City's recycling contractor's <br /> employees may not collect or"scavenge"through recycling in any manner. <br /> 5 Residential Garbage Container Standards and Storage <br /> The City of Mounds View understands the importance of a clean, litter-free and livable <br /> community and wishes to provide for cost-efficient collection of garbage from residential <br /> properties. To achieve these goals the City has implemented the requirement that customers <br /> must contain their garbage. <br /> 5.1 Each residential household shall have water tight and vermin-proof container(s) of <br /> sufficient size to contain all household garbage from one collection day until the next. <br /> The container may be provided by the licensed hauler or the resident. <br /> A. Garbage must be bagged in either paper or plastic bags of any size before <br /> placement in the container, so that spillage or blowing of garbage does not occur <br /> during the collection process. <br /> B. Only household garbage, as defined in Section 50.001 of the Mounds View City <br /> Code shall be placed in the container. Items prohibited from disposal with <br /> garbage in the containers include, but may not be limited to: designated <br /> recyclables, tree and shrub waste, other yard waste, construction and demolition <br /> debris, automotive parts or fluids, electronic waste, or household hazardous <br /> waste. <br /> 5.2 The container size and collection frequency shall be sufficient to store and contain all <br /> garbage normally generated between collections such that the container lid closes <br /> tightly and there are no extra bags of garbage next to the container. <br /> A. If the garbage container lid cannot be substantially closed or there are overflow <br /> bags of garbage set out for collection that cannot be contained in the cart, a <br /> container of larger size or an additional container shall be required.
