Item No: 5G <br /> Meeting Date: December 9, 2024 <br /> MOL--JNDS <br /> V <br /> IEW Type of Business: CA <br /> 1L1'V Administrator Review: <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Don Peterson, Director of Public Works/Parks and Recreation <br /> Item Title/Subject: Resolution 10027, Approving the Purchase of Flanged Spacers to <br /> Complete the Installation of the Commercial Water Meters <br /> Background/Discussion: <br /> One of the most important services provided by Public Works is a reliable source of drinking <br /> water for the community which includes over$55 million invested for the infrastructure to include <br /> a water tower, water mains, wells, and treatment plants. ($6.2 million was invested in the <br /> calendar years of 2021-2022 to upgrade and rehabilitate three water treatment plants, with <br /> yearly operational costs of just over$500,000.00.) <br /> City Council approved Resolution 9767 on June 12, 2023, awarding a contract to Milbank <br /> Winwater Works to facilitate the water meter replacement project. <br /> Further Discussion: <br /> City Staff is installing the commercial water meters for this project, and it has been discovered <br /> that the larger water meter lay lengths* are different from the old water meters and require <br /> flanged spacers to complete the installations. <br /> *The lay length of a water meter is the total length of the meter from inlet to outlet. <br /> Staff reviewed scenarios to continue with the commercial water meter replacements: <br /> • Option 1 - Hire a Licensed Plumber to correct the interior plumbing so that the <br /> new meter could be installed at an estimated cost of$15,000.00 to $20,000.00 <br /> • Option 2 —Winwater would need to manufacture flanged spacers which would <br /> allow the meters to be installed without any alterations to the service line at a <br /> cost of$9.005.00 <br /> Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br /> Financial Impact: No financial Impact to the 2024 Budget. <br /> Recommendation: <br /> Staff recommends Council review and approve the attached Resolution approving the purchase <br /> of flanged spacers from Winwater to complete the commercial water meter change out project at <br /> the cost of$9,005.00 to be funded from 700-4823-7030. <br /> Respectfully submitted <br /> Don Peterson, Director of Public Works/Parks and Recreation <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
