MOUNDSlVIEW <br />City of Mounds View Staff Report <br />Item No: 6A <br />Meeting Date: January 13, 2025 <br />Type of Business: SO <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 10040, Approving the Tribute Memorial Park Concept <br />and Design Plans <br />Background/Discussion: <br />In 2022, the City Council requested that Staff investigate installing a possible Veterans <br />Memorial Park. The concept quickly grew to also honor those who have served on the <br />Police and Fire Departments, and Emergency Medical Care. The Council also felt there <br />was a need to honor residents who lost their lives in local tragedies, the 1965 Tornado, <br />the 1986 Gas Line Explosion and the 2007 - 35W Bridge Collapse. <br />The City Council requested a committee be formed to meet and discuss a concept plan, <br />cost and funding options. Over the last year and a half, the Committee has met and <br />reviewed concepts to honor veterans, first responders and local tragedies. <br />Upon reviewing, the Committee felt that instead of having a separate area for Veterans, <br />First Responders and Local Memorials; Tribute Park should be created to honor all and <br />yet create a separation to pay respect and tribute to each. <br />Layout Concept <br />The entrance will have a granite tablet placed informing the patrons the concept of the <br />Tribute Park. <br />The other granite tablets will recognize and honor those who lost their lives in the 1965 <br />Tornado, the 1986 Gas Line Explosion, the 2007 - 35W Bridge Collapse, and first <br />responders such as EMS, Fire Fighters and Police Officers. <br />To honor the many Men and Women who have served in the various branches of the <br />military, a granite tablet to recognize each branch, will be placed in a circle, with two <br />benches placed in the center to provide a place to rest and reflect. Behind each granite <br />tablet, a flag for each branch of service will be flown and the sidewalk within the park, <br />including the tablets, will be lit. <br />Guest Speakers <br />Tonight, the following members will speak regarding the importance of the Tribute Park. <br />1) Carol Mueller (Mayor from 2018 to 2022) <br />2) Don and Cindy Spano <br />3) Bob Jacobson- MN Commissioner of Public Safety <br />4) Sherry Gunn — City Council Liaison to the Tribute Park Committee <br />5) Gary Meehlhause — Mounds View Lions President (Council Member) <br />6) SBM Fire Chief, Dan Retka <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
