Item No: 08C <br />Meeting Date October 28, 2019 <br />Type of Business: Council Business <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9178, Rice Creek Watershed Board Appointee List <br />Introduction: <br />The City of Mounds View is wholly within the Rice Creek Watershed District which has <br />broad control and regulation of storm water management issues along with other water <br />related preservation and conservations duties. The District encompasses 19 cities in <br />the counties of Anoka, Ramsey, and Washington. The board is comprised of 5 <br />Managers" of which two are appointed by the Anoka County Board of Commissions, <br />two by the Ramsey County Board of Commissioners and 1 by the Washington County <br />board of Commissioners. <br />Both Anoka County and Ramsey County will have one member each who term expires <br />next January. Terms are for three years. The Board typically meets twice a month on <br />Wednesday mornings at 9:00 am at the Shoreview City Hall. <br />Discussion: <br />Funding for the District is via a direct tax levy with the District budget approximately $6 <br />million annually. The combination of the levy authority and importance of storm water <br />management and preservation of one of our most precious resources obligate the City <br />to participate in the appointment process, <br />Minnesota State Statute 103D.11, subd. 3 provides that the county commissioner shall <br />appoint managers from a list of persons nominated jointly or severally by the townships <br />or municipalities within the district. <br />Staff has interviewed a number of candidates (more than 6) of which most are <br />interested but only three are available given the meetings occur during the weekday. <br />There is no provision in the statute that allows nominating entities to "select or <br />recommend" beyond the submission of the list of three. The County Board has the <br />authority to choose which one of the three. <br />Qualifications: <br />103D.11 Subdivision 1.Manager qualifications. A person may not be appointed as a <br />manager who: <br />1) is not a voting resident of the watershed district; and <br />2) is a public officer of the county, state, or federal government, except that a soil and <br />water conservation supervisor may be a manager. <br />List of Qualified Candidates available to attend meetings: <br />The Mounds View Visior_ <br />A Thriving Desirable Commumij
