Mounds View City Council October 14, 2019 <br />Regular Meeting Page 3 <br />1 Mayor Mueller made declaration for the record recognizing Theresa Cermak for her years of <br />2 dedicated service on the Festival in the Park Committee. A standing ovation and round of <br />3 applause was offered by all in attendance. <br />4 <br />5 8. COUNCIL BUSINESS <br />6 A. Public Hearing to receive Public Input and pass upon Resolution 9172 <br />7 Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. <br />8 <br />9 Finance Director Beer requested the Council hold a public hearing and adopt a Resolution <br />10 certifying special assessments for delinquent public utility accounts. He reported this action was <br />11 taken on a yearly basis for property owners that were at least two quarters delinquent. <br />12 <br />13 Mayor Mueller opened the public hearing at 6:49 p.m. <br />14 <br />15 Bob King, 7408 Silver Lake Road, encouraged the Council to approve the special assessments. <br />16 <br />17 Hearing no further public input, Mayor Mueller closed the public hearing at 6:50 p.m. <br />18 <br />19 MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 9172, <br />20 Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. <br />21 <br />22 Ayes — 5 Nays — 0 Motion carried. <br />23 <br />24 B. Public Hearing to Receive Public Input and Pass Upon Resolution 9173 <br />25 Adopting a Special Assessment Levy for Unpaid Administrative Offense <br />26 Charges, Unpaid Abatement Charges, and Unpaid Diseased Tree Charges. <br />27 <br />28 Finance Director Beer requested the Council hold a public hearing and adopt a Resolution <br />29 certifying special assessments for unpaid administrative offense charges, unpaid abatement <br />30 charges and unpaid diseased tree charges. He reported this action was taken on a yearly basis for <br />31 property owners that were at least two quarters delinquent. It was noted these were all one-year <br />32 assessments. <br />33 <br />34 Mayor Mueller opened the public hearing at 6:55 p.m. <br />35 <br />36 Hearing no public input, Mayor Mueller closed the public hearing at 6:56 p.m. <br />37 <br />38 MOTION/SECOND: Hull/Meehlhause. Public Hearing: Second Reading and Adoption of Ordinance 964, Amending <br />45 City Code, Section 503.04 related to 3.2% Malt Liquor License Regulations.
