M0U--N-DitSVV!rW <br />City of Mounds View Staff Report <br />Item No: 08A <br />Meeting Date: May 10, 2021 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Resolution 9424 to Consider a Honeybee - <br />keeping License for Stephen Kreitz, Jr., 7801 Long Lake Road <br />Introduction: <br />Ordinance 908, which amended Chapter 701 of the City Code, allows for the <br />keeping of beehives on properties zoned R-1, Single Family Residential. This <br />Ordinance became effective on October 25, 2015. Applicant Stephen Kreitz, Jr., <br />7801 Long Lake Roade, has submitted an application to keep and raise honeybees <br />on his property. <br />Discussion: <br />Mr. Kreitz will have one hive on his property; the maximum allowed by Code is four <br />hives. Mr. Kreitz has informed Staff that in 2014 he took a beginner honeybee - <br />keeping class at United Theological Seminary of the Twin Cities. In 2015 and in <br />2018 he took a course at the University of MN (see attached). <br />A site plan has been provided showing that the hive will be located in the rear yard <br />and that there is adequate setbacks from all property lines. <br />In accordance with Ordinance 908, applications are considered by the City Council <br />after holding a public hearing. Licenses are valid indefinitely as long as the hives <br />operate continuously. Licenses can be revoked or denied by the City Council based <br />on negligence or nuisance. In such event, the property owner would be provided with <br />an opportunity to be heard by the City Council. <br />Staff published a public hearing notice in the City's official newspaper, the <br />Shoreview Press, on April 27, 2021. Public hearing notices were also mailed to <br />residents within 350 feet of 7801 Long Lake Road. <br />Mr. Kreitz has indicated he will be present at the Zoom City Council Meeting/public <br />hearing. <br />Kreitz Staff Report <br />May 10, 2021 <br />The Mounds View Vision <br />A Thriving Desirable Community
