MOUNDitSVVFEW <br />City of Mounds View Staff Report <br />Item No: 08C <br />Meeting Date: June 14, 2021 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Resolution 9430 Resolution to Approve <br />Mounds View Business License Renewals (excluding Liquor) <br />Introduction: In accordance with the Mounds View City Code, the business licenses <br />shown in Exhibit A require annual licensing. In addition, City Council approval is <br />required. The City of Mounds View issued licenses for these businesses effective July <br />1, 2020, and their renewals are before the City Council for consideration, as they will <br />expire June 30, 2021. <br />Discussion: All applicants have submitted their city business license application <br />materials and the applicable fees with the exception of Mounds View Little Caesar's #9. <br />Timeline of process/events: <br />03/25/2021 Staff sent by U.S. Mail initial letters for renewal with a deadline of 05/14 <br />2021. <br />05/20/2021 Staff sent email to applicant indicating application was past due. <br />05/21/2021 Received a response from applicant asking me to send another application. <br />05/21/2021 Staff emailed an application and asked them to verify the email address as <br />another person responded versus what was on last year's application. <br />05/21/2021 Applicant said they received the application and advised she would be <br />talking with an "Andy" on Friday, it was now Wednesday. <br />05/21/2021 Staff sent another email informing them that I needed all materials by the <br />following Tuesday so that we could process the application in time for the <br />City Council packet. <br />05/26/2021 After no response on Tuesday, Staff sent follow-up email Wednesday, <br />May 26, asking verification they had received email. Staff inquired when <br />we would expect to receive their renewal materials. Staff has not heard <br />from them that week nor the following week. <br />06/09/2021 Staff called the phone number on last year's application and left a voice <br />mail message. Staff has not heard from them since nor have we received <br />their application. <br />Staff has had this issued for at least the last five years. They do not get their <br />application in until the end of June. Last year we received the application on June 30 <br />expiration date) and payment in July. Staff recommends some type of punitive action. <br />The City conducted the following investigations and inspections to determine whether <br />there is cause for the City to consider denial of any of the other businesses shown in <br />Attachment A:
