MOUNDS Vtrw <br />City of Mounds View Staff Report <br />Item No: 8C <br />Meeting Date: June 28, 2021 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9437, Approving Lease Amendments to the Water <br />Tower Site Lease Agreement for T-Mobile and Sprint. <br />Background: <br />Both T- Mobile and Sprint have Lease Agreements for cellular antennas and equipment on the <br />water tower and ground location at the booster station. <br />In 2015 the lease with T-Mobile was renewed, one of the terms in the new agreement was to <br />relocate the existing equipment inside the base of the tower to the exterior of the tower. This work <br />was to be completed by June 30, 2017. <br />The Public Works Department has been working with T-Mobile since 2017 to have the equipment <br />relocated to the exterior of the water tower. <br />In 2018 T-Mobile was in the process of acquiring Sprint Cellular Company and the relocating of <br />the T-Mobile equipment was placed on hold. Staff continued to reach out and inquire when this <br />project would be completed. Staff informed the Council in the fall of 2020 that no progress was <br />being made and that terminating the lease was advised. <br />On December 23, 2020 the City, with the assistance of the City Attorney, notified T-Mobile that <br />the City would be terminating the lease due to a lack of effort to relocate the equipment. <br />The Council was informed of the situation and instructed Staff to see if this issue could be <br />resolved. Since T-Mobile received the letter Staff has been working with T-Mobile on updating the <br />Lease Agreement, and reviewing the plans for relocation the equipment. <br />Both the lease agreements for T-Mobile and Sprint need to be updated and have been have been <br />reviewed by the City Attorney, and are ready for Council Approval. <br />After the leases have been approved, T-Mobile will start antenna upgrades and relocating <br />equipment in the base of the water tower to the exterior fenced in area by the booster station. <br />Plans for this work have been reviewed and approved. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact: No Financial Impact to the 2021 Budget. <br />Recommendation: <br />Staff recommends approving the attached resolution approving the Amendments to the Site <br />Lease Agreements for both T-Mobile and Sprint. <br />The Mounds View Vision <br />A Thriving Desirable Community
