Mourns ViEw <br />City of Mounds View Staff Report <br />Item No: 8D <br />Meeting Date: June 28, 2021 <br />Type of Business: CA <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9438 Approving a Contract with Rainbow Treecare <br />for the (EAB), Emerald Ash Borer Injection Program <br />Background/Discussion: <br />Public Works is charged to oversee the Forestry duties in the City. Forestry duties include <br />but not limited to the trees in/on City properties as well as trees in the ROW (Right of Way) <br />along with facilitating the Diseased Tree Ordinance, which was recently amended to include <br />recently Ash Trees, with the Emerald Ash Borer (EAB). <br />Further Discussion: <br />At the April 26, 2018, Park Recreation and Forestry Commission Meeting, the Minnesota <br />Department of Agriculture presented a report that Emerald Ash Borer (EAB) was discovered <br />and verified to be present in the City; options in dealing with EAB were also presented. <br />One of these options was to start an EAB injection program, with this program high valued <br />Ash trees in City Parks and on City grounds would be injected with the goal to help slow the <br />ash borer down while planting a new tree to replace the current ash tree. <br />Since the start of the program in 2018, 170 private ash trees have been injected and 18 City <br />trees have been injected. <br />Staff received an updated proposal for Rainbow Treecare with no increase in cost for <br />injections. <br />Rainbow Treecare is currently working in several other communities providing this same <br />service. Rainbow Treecare also indicated they will continue to provide the following service: <br />Dedicated full-time municipal consulting and GIS staff <br />Design, printing, and mailing of co -branded flyers to residents <br />National experience in the impacts and management of EAB in communities <br />The Mounds View Vision <br />A Thriving Desirable Community
