3. Performing a bathymetric survey, visual inspection. and taking photographic documentation <br />of the inlets and outlets of the selected pond. <br />4. Evaluating pond capacity and water quality improvement potential based on typical MPCA <br />basin sizing recommendations and requirements of the city's MS4 permit. <br />5. Evaluating the current and historic wetland status at the selected pond site. <br />5. Completing planning -level opinions of cost for sediment removal and outlet structure <br />modifications for improved water quality treatment. <br />7. Performing a preliminary prioritization of pond improvements and maintenance needs. <br />This stormwater pond evaluation and prioritization process is intended to aid city staff with <br />scheduling and budgeting appropriate resources for future pond maintenance and/or expansion and to <br />provide the city a better understanding of Silver View Pond's current condition and water quality <br />treatment and flow detention functionality. <br />An ancillary benefit of this stonnwater pond evaluation is that it can also be used as a first step in <br />determining the pond's current or baseline treatment efficiency and how that efficiency compares to <br />Rice Creek Watershed District's (RCWD) Total Maximum Daily Load (TMDL) discharge <br />requirements for the area. Any pond improvements should be coordinated with the RCWD, MnDNR, <br />and the US Army Corps of Engineers. To better determine the benefit of any proposed water quality <br />improvements, it would be advisable to install monitoring, stations before any construction begins <br />and monitoring, should take place prior to and after construction. The preconstruction monitoring <br />would provide a better understanding of the basin's current treatment efficiency and baseline <br />functionality. The post -construction monitoring would help verify, quantify, and document the <br />basin's improved treatment efficiency and functionality. Modeling could also be done to estimate the <br />benefit to Rice Creek or other downstream water bodies of any pond improvements. <br />2.3 Stormwater Pond Selection <br />As a pilot project to develop the city's storm'. aicr pond inventory program, the city chose Silver <br />View Pond for evaluation in 2011 (see Figure 1). The city selected this pond because it was likely to <br />have significant sediment accumulation due to its age and location.
