Therefore, the con - <br />trot must be estab2ished concurrent with, or pxevlous to the excavation. <br />(It Is our understanding that dcanstream conditions In the ditch control <br />the current 2eve1.. not the existing culvert at the southeast .end of the <br />wetland,) <br />The control structure and downsetream alterations must be covered by a <br />DUR pernit—elther that of the developer or a separate application by <br />the City of Noundsview.
