Metro Region Waters, 1200 Warner Road, St. Paul, fill 55106
296-7523
Se+pteriber 30, 1980
I'r. Steve Rose
City of Moundsview
2401 Highway 10
St. Paul, Minnesota 55112
AD: PLWUT APPLICAT10N 80--6258, 11 6 E DLTELOPMENTI DXCAVATION OF
UIVRAI-OD WF'EME'D (62-60W), 1,OUNDSVIE1, RA115EY COUIITY, 1124,
SEC -AXON 7, TOWNSHIP 30 RAIICE 23 LT-ST
Dear fir. Rose:
This letter shall servdeto confirm the results of our rieetinq on Friday,
September 26, 1980, including Jerry Sunde/ Pete Willenbring, ,Rice Creek
Watershed District, and Dan Loxrud, Short -Elliott -Hendrickson,
The Department of Natural Resources (DM?) supports leaving wetlands in
their natural state. Aowever, we are willing to accept changes which
would enhance a public purpose (in this case, increase storm water re-
tention) as long as these changes are the 'minimal inpact• solution
(Minnesota Code of Agency Rules, 6 MCU 6 1.5033 D.I.c.). The original
puns for this project did not present the mininal impact solution in
that catch of the aquatic vegetation would have been removed, and hence
wildlife habitat ;mold have been ninimal.
The revised plan, as discussed at Frdday's neeting, seems to be a practical
give-and-take solution in that the present storage will be increased (we
suggest 50 a.f.), the outfdioav velocity will be decreased (to 1C cfs) ,and
much of the wildlife habitat will be preserved. The proposed excavated
corridors could also serve al attractive canoe trails.
Should a se,dnnJng beach be ddsired at the northwest end of the pond, :oe
Mould prefer that the city apply separately and far enough in the future SG
to allow reevaluat6m based on water quality, etc., resulting from the
current project.
Please feel free to call tie should your have any further que:5tions.
cc: Jerry Sundt?
Peter Willenbrin g,
Liars Bossud, S.E.H.
Sincerely,,
Judy Davidson
Hydrologist
Rice Creek WSD
