MOI ND5 VIEW
MEMORANDUM
to: Mounds View City Council
from: Brian Beeman, Assistant City Administrator
Jon Sevald, Community Development Director
Nyle Zikmund, City Administrator
re: July 6, 2021 Workshop — Mounds View Blvd.
Purpose of Workshop Discussion:
1. Follow-up discussion on Boulevard
i. Strategic Plan (Complete Trail & Beautification)
ii. Economic Development
iii. Uniter
2. Achieve consensus on actionable steps
i. Complete Trail
ii. Beautification
iii. Safety
iv. Economic Development/Commerce
Background:
Mounds View Boulevard — aka; Ramsey County State Aid Highway 10 serves as the transportation
and commerce corridor for Ramsey County the City of Mounds View. Since our transition from a
township to a city, major upgrades to the highway have occurred as well as nearly 100%turnover
of commercial properties on the corridor.
As part of the strategic planning discussion that began in 2019 and adoption of plan in 2020,
completion of the trail (south side, west end) and beautification were included. Additionally and
subsequently, Council/EDA has continuously been dealing with development and re-
development on the corridor.
The Boulevard is clearly a major and integral component of the fabric of the community and
Council/EDA focus is appropriate.
Process:
Staff has invested considerable time in preparation for the discussion including research of past
consultant reports, discussions, meeting with the development committee, and discussions with
various other entities such as Ramsey Public Works Department and Twin City Gateway.
