Bonestroo <br />Rosene <br />Anderlil< & <br />Associates <br />Engineers & Architects <br />County Road 10 Corridor Improvement Program <br />Project Update <br />June 29, 2005 <br />City Project No. 2004-022 <br />Bonestroo File No. 435-04-11.4 <br />This project update is a brief summary of the progress made to date in the development of the <br />County Road 10 Corridor Improvement Program through Mounds View. <br />Topographical Survey and Mapping <br />The topographical survey has been completed including all roadways and ground information <br />within the County Road 10 right of way and 50 feet outside the right of way along the entire <br />corridor. An existing parcel map has been prepared including the surveying and mapping <br />information along the corridor. Additional boundary survey work is still being performed. Work <br />to the existing mapping is also being performed to complete tying together the survey and <br />boundary information along the corridor. <br />Existing Intersection Traffic Operations Review and Analysis <br />We have examined the existing conditions, including traffic flow during the peak hours, <br />pedestrian crossing times, and crash rates at individual intersections. Detailed level of service <br />results were presented to City and Ramsey County Staff showing generally adequate traffic <br />operations with some minor movements in need of improvements. Pedestrian crossing times <br />showed some need for adjustments based upon current standards. As expected, existing crash <br />rates were the highest, and above Metro area averages, for the intersection of CR 10 and CR. H. <br />The intersection of Long Lake Road and CR 10 also showed a high amount of crashes, but lower <br />than the Metro averages. <br />Using the level of service results, crash summaries, and other traffic information in the area, a <br />list of potential improvements was developed and presented to City and County Staff. This list <br />of improvements is now being analyzedtodetermine potentialeffectson traffic operations. <br />Once analyzed, the list will be pared to those that demonstrate clear improvement to traffic <br />and/or pedestrian operations and safety. The list will also be ordered based on the most <br />important and feasible projects first. A final report will document our process, procedures, and <br />recommendations for the corridor. <br />
