MOUN-DS VtVW <br />City of Mounds View Staff R <br />To: Mayor and City Council <br />From: Brian Beeman, Assistant City Administrator <br />Item Title/Subject: Soderman Property <br />Item No: 3 <br />Meeting Date: July 6, 2021 <br />Type of Business: EDA <br />Administrator review: <br />Background <br />Recently, staff was approached by Dustin Soderman to see if the EDA is interested in purchasing their <br />property located at 2510 Ardan Avenue. The property is .89 acres and sits adjacent to the City owned <br />property at 8283 Long Lake Rd. The subject property currently has a small home that has been <br />vandalized and is not inhabitable. <br />At their June 28, 2021 meeting the EDA agreed to move forward in the process of acquiring the property. <br />Ramsey County's estimated market value 2021 for taxes payable in 2022 is $104,200. The owner is <br />claiming that they put about $25,000 into the building when an unlicensed contractor gutted the building, <br />damaged and removed the floor and heater, and ripped out the plumbing then left never to be heard from <br />again. Water is from an existing well and there is a septic system that needs to be inspected prior to any <br />renovations. Vandals and others have broken into the home several times, people were illegally entering <br />and living in the building. The owners have tried to secure the building however they have stated that it <br />continues to get broken into and they are afraid to go near the property at night. The owner is asking <br />$150,000 in order to be made whole and had declined two offers one being $120,000. The owner states <br />that if the City is not interested or if they can't get $150,000 for the property then they will list it on the <br />open market. <br />Discussion <br />The Council to further discuss the details in purchasing the property including the Council's comfort level <br />in recommending a price range for staff to continue negotiations and make an offer on the property. <br />Financial Impact <br />Staff has indicated that there are sufficient funds to acquire the property. <br />Recommendation <br />Should the Council decide to continue to move forward in acquiring the property, staff recommends the <br />Council authorize staff to coordinate with Kennedy & Graven to write an offer on the property within the <br />identified price range. <br />Respectfully submitted, <br />AJ140;0-- <br />Brian Beeman <br />Assistant City Administrator <br />Attachment(s): <br />1) EDA Staff Report from June 28, 2021 2) Picture <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
