3.2 CITY SERVICES <br />The City maintains the residential streets, sewers, waterlines, surface water management facilities, and <br />park lands within Mounds View. Drinking water in Mounds View is supplied by a number of municipal <br />wells within the City. The City sanitary sewer system collects wastewater for transport to the Metro <br />Wastewater Treatment Facility where it is treated. <br />As noted in Section 3.1, it is the City's intent to accept the authority and responsibility to implement the <br />Wetland Conservation Act (WCA) in the City. <br />City staff coordinates with the RCWD and other outside agencies in surface water resource management <br />and conservation. The City's current regulations are available on the City's website at: <br />http://www.ci.mounds-view.mn.us/. <br />3.3 RAMSEY COUNTY <br />Ramsey County was created in 1849 and is one of Minnesota's original nine counties. The County <br />provides many services to Mounds View residents, including health services and property records. County <br />government also includes Ramsey County Parks and Recreation, Soil and Water Conservation Division, <br />which encourages the protection of natural resources. <br />3.4 RICE CREEK WATERSHED DISTRICT (RCWD) <br />The City lies entirely within the RCWD. The RCWD encompasses approximately 185 square miles of <br />Anoka, Hennepin, Ramsey, and Washington counties in Minnesota. Portions of the RCWD are in the <br />following municipalities: Arden Hills, Birchwood Village, Blaine, Centerville, Circle Pines, Columbia Heights, <br />Columbus, Dellwood, Falcon Heights, Forest Lake, Fridley, Grant, Hugo, Lauderdale, Lexington, Lino <br />Lakes, Mahtomedi, May Township, Mounds View, New Brighton, Scandia, Roseville, Shoreview, Spring <br />Lake Park, Saint Anthony, White Bear Lake, White Bear Township, and Willernie. <br />The RCWD updated their Watershed Management Plan (WMP) in 2020 and updated their rules in <br />December 2020 (effective January 2021). This LSWMP reflects these updated rules. <br />As noted in Section 3.1, it is the City's intent to adopt by reference and enforce RCWD's Rules C, D, E, <br />and F. The RCWD will no longer apply its authority for Rules C, D, E, and F within the City but will <br />continue administering the remaining RCWD rules in the City, which will require permits with RCWD. <br />3.5 METROPOLITAN COUNCIL <br />Established by the Minnesota Legislature in 1967, the Metropolitan Council is the regional planning <br />organization for the Twin Cities, seven -county metro area. The Council manages public transit, housing <br />programs, wastewater collection and treatment, regional parks, and regional water resources. <br />The Metropolitan Council reviews municipal comprehensive plans, including this LSWMP. The Council <br />adopted the 2040 Thrive MSP Water Resources Policy Plan in 2015, establishing expectations to be met in <br />local plans.
