7.0 GOALS AND POLICIES <br />7.1 SUMMARY <br />Surface water management issues within the City are primarily defined by the requirements of current or <br />pending programs. The goals and policies outlined in this plan are grouped by their relationship to the <br />key issues listed below: <br />• Section 7.2 Land Development and Redevelopment — Goals and policies to prevent flooding and <br />adverse impacts to water resources from land disturbance and impervious surfaces. <br />• Section 7.3 Resource Management — Goals and policies for managing Mounds View's wetlands, <br />lakes, and groundwater, to preserve the functions and values of these resources. <br />• Section 7.4 Citywide Program Elements — Goals and policies for managing water resources and <br />drainage systems on a citywide scale, to effectively achieve surface water management goals. <br />• Section 7.5 Support of Other Agencies — Goals and policies to coordinate local surface water <br />management with the work of the RCWD and state agencies. <br />As noted in Section 3.1, It is the City's intent to adopt by reference and enforce RCWD's Rules C, D, E, <br />and F and for the City to accept the authority and responsibility to implement the Wetland Conservation <br />Act (WCA) in the City. The City will enter into a MOU with the RCWD for the City to adopt ordinances that <br />adopt RCWD's Rules C, D, E, and F by reference within 180 days of RCWD approval of the LSWMP and <br />for RCWD to no longer assert its authority for those rules. The City understands that if these actions are <br />not completed within 180 days of RCWD's approval of the LSWMP, RCWD will continue asserting its <br />authority for RCWD Rules C, D, E, and F and serving as the WCA LGU in the City. <br />The RCWD will no longer apply its authority for Rules C, D, E, and F within the City but will continue <br />administering the remaining RCWD rules in the City, which will require permits with RCWD. The City will <br />work with the Board of Water and Soil Resources (BWSR) on resolutions for the City to accept the <br />authority and responsibility to implement WCA in the City. <br />In the event of inconsistent or conflicting standards, the stricter standard will prevail. <br />7.2 LAND DEVELOPMENT AND REDEVELOPMENT <br />Overall Goal: Manage land disturbance from new development, redevelopment, street reconstruction <br />projects, or any other public or private land disturbing activity that creates new impervious surface to <br />prevent flooding and adverse impacts to water resources through consistency with RCWD Rule C, <br />adopted by reference by City ordinances. <br />To make this process effective, the City will strive through an upfront stormwater assessment and <br />planning process to incorporate best management practices that focus on treating runoff at the source <br />and not in typical end of pipe treatments.
