Policy 5: For new construction, ensure that stormwater features have emergency overflow spillways sufficiently sized and stabilized to convey flows greater than the 100-year critical storm event. 7.2.2 FLOOD PREVENTION AND FLOODPLAIN MANAGEMENT Goal: Provide adequate storage and conveyance of runoff and control development in floodprone areas to protect the public safety and minimize property damage. Policy 6: Adopt RCWD Rule E by reference. Review and update City code to reflect this policy. In the event of inconsistent or conflicting standards between Rule E and FEMA requirements, the stricter standard will prevail. Policy 7: Require that the low floor elevation of new structures provide a minimum of 2 feet of freeboard above the 100-year High Water Level and 1 foot of freeboard above the emergency overflow of an adjacent pond. Policy 8: Preserve the existing water storage capacity within the 100-yr floodplain by prohibiting encroachments into the floodplain. 7.2.3 RUNOFF VOLUME Goal: Reduce pollutant loads and impacts to waterbodies and encourage groundwater recharge by reducing the volume of surface water runoff from development and redevelopment areas. Policy 9: Adopt RCWD Rule C by reference. Develop Comprehensive Stormwater Management Plans (CSMP) for required stormwater management as an alternative to meeting the requirements of RCWD Rule C, Sections 6 and 7. The RCWD is required to approve any CSMP. Review and update City code to reflect this policy. Goal: Reduce the volume of surface water runoff from existing developed areas. Policy 10: Coordinate efforts with the RCWD to minimize impervious surfaces (where feasible) when reconstructing streets and other paved surfaces to provide volume control benefit. Policy 11: Where practical, encourage the use of infiltration BMPs in existing developed areas, taking into consideration site limitations such as soil conditions, depth to groundwater, safety, snow removal, and maintenance issues. Also consider the use of stormwater reclamation for reducing stormwater runoff volume. 7.2.4 NUTRIENT AND SEDIMENT LOADING Goal: Reduce the nutrient and sediment loads discharged from land development or redevelopment. Policy 12: Adopt RCWD Rule C by reference. Develop Comprehensive Stormwater Management Plans (CSMP) for required stormwater management as an alternative to meeting the requirements of RCWD Rule C, Sections 6 and 7.
