the maintenance obligations for Best Management Practices (BMPs), such as <br />stormwater basins, used to meet the permit requirements. The City will also <br />provide documentation on how these BMPs will be maintained. <br />vii. Permit applications that trigger the need for an easement in the District's favor, <br />such as those along the public drainage system, will be recognized early in the <br />review process by the City and directed to the District to ensure that the <br />appropriate easement is obtained. <br />b. Permit Closeout Procedure <br />i. As part of the final close-out procedures, the City will require as -built plans or <br />some verification that the BMP meets the approved plans and is functioning as <br />designed. As-builts will verify the required treatment volume, emergency <br />overflow elevations, inlet/outlet/sump elevations, drain tile elevations, surface <br />contours, etc. <br />ii. The City will require and ensure inspection of a 48- or 72-hour drawdown of all <br />infiltration and filtration features. This will be completed by City contracted <br />personnel. <br />iii. The City will provide documentation showing all permit stipulations have been <br />met. Stipulations typically include an as -built survey of stormwater features, <br />quantification of floodplain or wetlands impact and mitigation areas, etc. <br />iv. The City will require establishment of 70% vegetative cover prior to permit <br />closure. Once established, all sediment and erosion control measures must be <br />removed. <br />2. Hydrologic/Hydraulic Data Transmittal <br />a. The City will provide the items listed below at the District's request. <br />i. Submittals of GIS shape files with the location of the permits. <br />ii. Submittal of Rule F, Wetland Alteration, digital file requirements, which include: <br />1. A GIS shapefile of all delineated boundaries. <br />2. For on -site replacement wetland and buffer areas, a GIS or CADD file <br />documenting sign locations. <br />iii. The District regularly updates a District Wide Model and requests the transmittal <br />of any hydrologic and hydraulic data for permitted projects that may pertain to <br />it. This may include things like altering drainage patterns, replacing culverts, etc. <br />Most likely this is only relevant for RCWD Rule C as the District will retain permit <br />authority for culvert structures under Rule G, Crossings of Natural & Artificial <br />Conveyance Systems and Rules I, Drainage Systems. <br />iv. RCWD Rule C.2 (c) and (d) include provisions for cumulative impacts to trigger <br />the rule. Therefore, it is possible for some work to have occurred under the <br />District's jurisdiction, and any additional work thereafter to trigger regulation <br />under the City's assumption of sole rule administration. For that reason, please <br />be advised that the District's files are available for consideration of cumulative <br />impacts. <br />
