Item 05D
Staff is not aware of any coordinated sign plan from the 1990's in
which to compare the current proposal to. Thus, it is up to the City
Council's discretion.
The Ground Sign will be 16' in height, consistent with the
Municipal Code. The Code requires Ground Signs to have a
masonry base, which the proposed pylon sign does not. Within the
development, there are three Ground Signs; theater, strip mall,
and Apple Tree Dental. All three signs differ in design, and two do
not have a masonry base.
There will be two menu boards; a 16 sq ft "preview board", 7' in
height, and a 32 sq ft "menu board", 6' in height. Neither will
include a dynamic (digital) display.
At the July 71" Planning Commission meeting, the Commission
was supportive of the proposed signage.
Construction Timetable Construction will begin as soon as possible. The Developer would
like to begin in August.
Planned Unit Development The 1997 PUD Narrative includes specific restrictions for
permitted uses; architecture, landscaping, and other details, and is
generally more restrictive than the City Code was in 1997. The
PUD Narrative is an overall plan for any and all development of
the O'Neil property, which lays between Mounds View Blvd, Co
Rd H2 and Long Lake Rd, and includes the movie theater,
Subway strip mall, Bridges school, and Apple Tree Dental. It is
the intent of the PUD Narrative for it to be amended (updated),
whenever a change is proposed. It is somewhat of a duplication
of the Development Review.
The intent of this Resolution is to clarify that a drive-thru business
such as Caribou Cabin, is an Allowed Use, and that the proposed
architecture, landscaping, and signage is acceptable, with
conditions stated in this Resolution.
The Mounds View Vision
A Thriving Desirable Community
