MOUNDS VIEW <br />City of Mounds View Staff Report <br />Item No: 05E <br />Meeting Date: July 26, 2021 <br />Type of Business: Consent Agenda <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution No. 9446, Approving a Premises Permit to Allow Lake Region Youth <br />Hockey Association to Conduct Charitable Gambling at Mermaid Event & <br />Entertainment Center, 2200 Mounds View Boulevard. <br />Introduction: The Lake Region Youth Hockey Association (LRYHA), a non-profit charitable <br />organization, has requested a premises permit to conduct charitable gambling on site at Mermaid <br />Event & Entertainment Center, 2200 Mounds View Boulevard. <br />Discussion: LRYHA helps in funding youth hockey programs that include Mounds View and <br />surrounding suburbs. They are requesting to conduct charitable gambling at the Mermaid Event & <br />Entertainment Center. The primary type of gambling is pull -tabs (paper) with/without dispensing <br />device, bar bingo, regular bingo, tipboards, paddlewheel, electronic pull -tabs, and electronic linked <br />bingo. LRYHA is currently conducting charitable gambling at Moe's American Grill, 2400 Mounds <br />View Boulevard, and will continue to do so. The Climb Theater is currently operating at the <br />Mermaid; however, their lease is up August 1, 2021. <br />Organizations conducting lawful gambling, including LRYHA, must file a report to the City annually <br />proving compliance with the trade area -spending requirement as required in Chapter 111 of the <br />City Code. LRYHA is currently following these guidelines for the Moe's site. Staff will monitor their <br />compliance for the Mermaid site as well. <br />The Minnesota Gambling Board requires that the City of Mounds View pass a resolution specifically <br />approving or denying the State Premises Permit Application. A copy of which is to be forwarded to <br />the State Gambling Board. LRYHA has paid the $100 permit fee. Attached is a signed lease <br />agreement (LG215) with the Mermaid and a copy of the Gambling Manager's state license. <br />Mounds View City Code also requires approval from our Police Chief. Chief Harder has approved <br />LRYHA's request to conduct charitable gambling at the Mermaid. <br />Strategic Plan Strategy/Goal: Continue to be a progressive City that is welcoming and a desirable <br />destination where residents can work, live, and play safely while also maintaining a positive business <br />climate where businesses want to remain in Mounds View. <br />Financial Impact: None. However, organizations conducting gambling within the City are required, by <br />City Code, to expend at least 75 percent of their expenditures within the City's designated Trade Area, <br />which is defined as Mounds View, Blaine, Shoreview, Arden Hills, New Brighton, Fridley and Spring <br />Lake Park. <br />Recommendation: Staff recommends approval Resolution 9446 approving a premises permit for the <br />Lake Region Youth Hockey Association to conduct charitable gambling at Mermaid Event & Entertainment <br />Center, 2200 Mounds View Boulevard. <br />Respectfully Submitted, Nyle Zikmund
