M0U--N-DitSVVttW City of Mounds View Staff R1 Item No: 06 Meeting Date: Aug 2, 20201 Type of Business: Council Business City Administrator Review: To: Honorable Mayor and City Council From: Jon Sevald, Community Development Director Item Title/Subject: Comprehensive Plan Update Introduction: The Skyline project is proposed to include a 120-unit apartment building, with a density of 35 units per acre. The DRAFT 2040 Comprehensive Plan guides these properties as Mixed Use, with a density of 15-30 units per acre. To proceed with this project, an amendment to the Comprehensive Plan is required to allow a higher density. Prior to amending the Comprehensive Plan, the City Council must first adopt it. Discussion: On December 23, 2020, the Metropolitan Council authorized the City to adopt the 2040 Comprehensive Plan with a number of recommendations, including to include the final Local Water Management Plan (LWMP) in the "final" plan. City Staff erroneously interpreted this to mean; don't adopt the Comprehensive Plan until the LWMP is approved by Rice Creek Watershed District (RCWD). The LWMP was submitted to RCWD in April, revised and resubmitted in July. RCWD has 60-days to review (September 7, 2021). In discussions with Metcouncil Staff regarding Skyline, the City does not have to wait for RCWD to approve the LWMP, in order to adopt the Comprehensive Plan. But, once approved, the LWMP will be included as an appendix in the Comprehensive Plan. Strategic Plan Strategy/Goal: The Comprehensive Plan impacts four of the five 2020-2022 strategies (does not affect HR strategy) Financial Impact: (none) Recommendation: Unless the City Council has any objections, Staff will put the adoption of the 2040 Comprehensive Plan on the Council's agenda, as soon as possible.
