The DRAFT 2040 Comprehensive Plan guides these properties as Mixed Use, <br />with a density of 15-30 units per acre. To proceed with this project, an amendment to the <br />Comprehensive Plan is required to allow a higher density. Prior to amending the <br />Comprehensive Plan, the City Council must first adopt it. <br />Discussion: <br />On December 23, 2020, the Metropolitan Council authorized the City to adopt the 2040 <br />Comprehensive Plan with a number of recommendations, including to include the final Local <br />Water Management Plan (LWMP) in the "final" plan. <br />City Staff erroneously interpreted this to mean; don't adopt the Comprehensive Plan until the <br />LWMP is approved by Rice Creek Watershed District (RCWD). The LWMP was submitted to <br />RCWD in April, revised and resubmitted in July. RCWD has 60-days to review (September 7, <br />2021). <br />In discussions with Metcouncil Staff regarding Skyline, the City does not have to wait for RCWD <br />to approve the LWMP, in order to adopt the Comprehensive Plan.
