MoUNns VIEW
MEMORANDUM
to: Mounds View City Council
from: Nyle Zikmund, City Administrator
Nate Harder, Police Chief
Don Peterson, Public Works Director
re: August 2, 2021 Workshop — Tribute Park
Purpose of Workshop Discussion:
Follow-up discussion on Boulevard Discussion specific to honoring specific people in/from our
community.
Background:
Council has expressed interest in a memorial/veterans park for a measure of time and based on
the July, 2021 workshop — focusing on Mounds View Boulevard; with one lens of it being a
uniter, Council Consensus was to take action to explore.
To that end, this workshop will begin the formal discussion and process to determine if such a
project is feasible.
Decision Items:
Name — Based on discussion at the July 26' Council Meeting, there was unanimity in embracing
Council Member Bergeron's suggestion of a Tribute Park - dedicated to those who have served our
community, both locally and nationally, and those residents taken from us through disaster.
Action item —Confirm Name
Budget — An exact amount is not needed but recognition that funds will be needed for prepatory design
and cost estimates. It is not unreasonable to expect to pay $50,000 to $100,000 — depending on the
complexity. That said, the question now is council willing to allocate funding towards this project? Special
projects money can be used. Absent funding the effort will require fundraising which can be done but
adds more effort to the project and must be done by volunteers. A combination of both can occur — city
funds and donations.
Action Item — Consensus on city funding (yes or no, do not need amount at this time)
Committee — Attached is a draft application for review and suggestions. Staff recommends we stay flexible
on the number but do seek out a P & Z and PRF member given their oversight. Don, Nate and I will staff
the committee. Council liaison should also be discussed and determined.
Action Item — Input on application, Council Liaison (yes or no), limit on number?
