MOUNDS VIEW <br />City of Mounds View Staff R <br />Item No: 08A <br />Meeting Date: August 9, 2021 <br />Type of Business: Council Business <br />City Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Public Hearing: Consideration of Resolution 9449, a Chicken -Keeping <br />License Request from Shannon Ramirez, 8381 Eastwood Road <br />Introduction: The Mounds View City Council passed Ordinance 903, which amended Chapter <br />701 of the Code, to provide for limited and controlled raising and keeping of chickens and/or ducks <br />on properties zoned R-1, Single Family. Residents are limited to no more than eight chickens or <br />ducks restricted to only backyard areas. This Ordinance became effective on August 3, 2015. <br />Shannon Ramirez has submitted an application to raise chickens on her property. <br />Discussion: The applicant, Shannon Ramirez, has submitted an application to raise chickens <br />on her property located at 8381 Eastwood Drive. The City requires that backyard areas within <br />which the chickens roam must be fenced. A recent site inspection conducted by Staff indicated <br />that a fence exists enclosing the rear yard. The site plan submitted shows that the portable coop <br />will have the required minimum 20' setbacks from all property lines. It appears Ms. Ramirez <br />meets all requirements under Ordinance 903. <br />Code Enforcement Inspector, Isaiah Schoeman, was out to her property in late June for a <br />rooster disturbance complaint. The applicant was informed that a license was needed to raise <br />and keep chickens and that roosters were not allowed. She assured Isaiah that the rooster <br />would be removed within a few days. Ms. Ramirez currently has only one chicken but plans to <br />get more. Here application does not indicate the number of chickens she plans to keep, <br />however, there is a limit of eight allowed. In addition, Ms. Ramirez noted that she has a <br />portable chicken coop, which she can pick up and move herself. She indicated that she might <br />build a new coop in the future and was informed that a zoning permit may be required. <br />In accordance with Ordinance 903, initial applications shall be considered by the City Council after <br />holding a public hearing. Approval of renewal applications are done administratively unless the City <br />has received substantial complaints or related violations have been documented during the previous <br />year. <br />Staff published a public hearing notice in the July 20, 2021, edition of the Shoreview Press, the City's <br />official newspaper. In addition, as required, notices to residents within 350 feet of the subject property <br />were mailed on July 20, 2021. <br />Strategic Plan Strategy/Goal: Our ordinance and this application are consistent with the Vision <br />Statement, "...welcoming a desirable destination to all ages and cultures... and a place where <br />residents can live, work and play." <br />Financial Impact: None <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
