Mounds View City Council April 9, 1990 <br />Regular Meeting Page Nine <br />Councilmember Wuori questioned whether the funds that <br />would be set aside would be adequate for the cost at <br />the time of construction. <br />Mr. Benson replied they would, and it would be <br />entered into the agreement that the maintenance <br />force could build the road, rather than a private <br />contractor. He added this is a minimal amount of <br />money compared to what is going to be spent on new <br />Highway 10 altogether. <br />Jerry Linke, 2319 Knoll Drive, reviewed the history <br />of this project. He stated the reason .for the <br />separation in County Road J is the City of Mounds <br />View did not want a connection to the airport, and <br />he would recommend against an airport road extension. <br />Mr. Martindale questioned how much authority the City <br />would have to block the road in the future, if Blaine <br />gives Mounds View the property for the road. <br />Attorney Karney advised he would have to know what <br />type of road it would be. If it was a city road <br />they would be okay, but it's doubtful if it was a <br />county or state road. <br />. Mr. Minetor explained it would be a local street, <br />but it is a question of annexation. However, condi- <br />tions could be written into the contract. <br />Mr. Martindale suggested they may need to pursue a <br />legal annexation process. <br />Clerk/Administrator Pauley reviewed the process <br />that would have to be followed. At this point <br />Blaine is unwilling to consider doing so. <br />Jim Kavanaugh, of Red Oak. Drive stated he has seen a dramatic <br />reversal in the process. People have said for 22 years <br />that they do not want a connection, and he reminded the <br />Council the Comp Plan says there should be no connection <br />at Red Oak Drive. He understands this would be 100' <br />to the west, but the spirit of the Comp Plan should be <br />remembered, and it would set a dangerous preceden t to <br />not do so. He would recommend a traffic study be done <br />and the connection left out until the information is <br />received. <br />Councilmember Quick pointed out the Comp Plan also <br />shows Red Oak Drive as a collector street. <br />• Mayor Hankner reviewed the Planning Commission recurnmendations <br />to the Council. She noted there are conflicting statements about <br />Hiaghway 10 and Red Oak Drive. <br />
