w <br />'Mounds View City Council April 9, 1990 <br />Regular Meeting Page Two <br />-------------------------------------------------------------------------- <br />• been agreed to in principal by the Spring Lake Park <br />City Council. <br />Councilmember Paone stated many Lions Clubs often <br />use the name in a park when they have done many of <br />the improvements, and he sees nothing wrong with <br />using it. <br />Councilmember Blanchard stated Lakeside Park has a <br />good deal of history in Mounds View and Spring Lake <br />Park and she suggested the people who were originally <br />involved in the work on the park be contacted for <br />their input. She stated she has no problem with <br />adding the name but would like to extend the courtesy <br />to the others to also have input. <br />Councilmember Wuori stated she agreed and the <br />Council should take time and see how other people <br />feel about it. <br />Mayor Hankner stated the issue would be taken up at <br />the next agenda session for further discussion, and <br />she requested a representative of the Lions Club be <br />present at that time. <br />• Mayor Hankner closed the regular meeting and opened <br />the first public hearing at 7:12 PM. <br />City Planner Hren explained Phillips 66 has applied <br />for two conditional use permits, for a gas station <br />and car wash, and a variance from the curb cut <br />location setback requirements. She reviewed the <br />request of the applicant and their plans for rebuild- <br />ing on the lot. <br />The Planning Commission has reviewed the request and <br />made a significant number of changes to the site plan. <br />They reviewed the variance request separately and <br />felt there were other alternatives available and <br />thus denied the variance request. The applicant is <br />now appealing that denial to the Council. The Planning <br />Commission has recommended access be onto Bronson Drive <br />and the City Engineer supports that. Ms. Hren asked <br />that the Council first consider the variance request, <br />addressing the hardship issue, and then move on to <br />the conditional use permit requests. <br />John Bakus, representing Phillips 66, reviewed their <br />request for a variance, and reviewed the proposed site <br />plan. He stated the standards the Planning Commission <br />• applied are very strict. He stated he feels the hard- <br />ship is in not being able to have access onto Long <br />Lake Road, and they would rather have access onto Long <br />Lake Road than Bronson Drive. <br />6.
