Mounds View City Council January 22, 1990 <br />Regular Meeting Page Six <br />-------------------------------------------------------------------------- <br />Mayor Hankner stated the project was put together <br />by MnDOT many years ago, and the Mounds View City <br />Council passed resolutions in 1977, 1978 and 1980. <br />The plan was adopted in December 1986 after filing <br />of the EIS, by the Commissioner of Transportation, <br />and she reviewed what the City is allowed to <br />approve or disapprove. She noted MnDOT is research- <br />ing exactly what has taken place and what has been <br />approved. <br />Clerk/Administrator Pauley noted Staff has not found <br />any resolution of approval, and rather only four <br />items the Council asked be addressed specifically. <br />Mr. Hagen stated they should go back and look at <br />the original plan from MnDOT. <br />Mr. Shay stated he does not feel MnDOT does a good <br />job of informing people, as they only notify those <br />who will be directly impacted. <br />David Hanson, 8310 Eastwood, stated there is currently <br />a major feed onto County Road J and he does not feel <br />moving traffic to Knollwood is the solution, and they <br />need at least one more feeded onto J. He also <br />• questioned how traffic will be impacted on old 10 <br />after completion. <br />Mr. Minetor stated MnDOT expects to see a significant <br />decrease on old 10 after completion, but due to con- <br />tinuing development, traffic is expected to build <br />back up. <br />Clerk/Administrator Pauley reviewed anticipated <br />statistics of vehicle trips per day. They are pre- <br />sently at 33,000 per day, are anticipated to be <br />22,000 per day at time of completion of construction <br />and up to 40,000 per day by the end of the decade. <br />Terry Bradley, no address given, questioned if an <br />elevation map was available. <br />Mayor Hankner replied one has been requested from <br />MnDOT. <br />Mayor Hankner stated she personally feels if any <br />changes are to be made, they need to determine the <br />demographics for Mounds View, and get together and <br />figure out a solution, at the next meeting. They <br />will then need to gather support for the proposal <br />and visit other cities and the counties and State <br />• to convince everyone of the position, which will <br />take quite some time. Those involved can be put <br />on notice, which was done today. All those political <br />entities will have to be worked through. <br />
