7 <br />Mounds View City Council March 26, 1990 <br />Regular Meeting Page Six <br />-------------------------------------------------------------------------- <br />• Motion/Second: Quick/Hankner that Staff be directed <br />2 ayes 3 nays <br />to go forward with a traffic study to determine the <br />ramifications of different alternatives that are <br />proposed if selected, with a road access to the <br />airport considered in the process. <br />Councilmembers Paone, Wuori and Blanchard voted <br />against the motion. <br />Councilmember Blanchard pointed out the traffic <br />study would have to come back within the next two <br />weeks, before the Council makes their final <br />decision. <br />Councilmember Quick stated he felt a qualified <br />traffic consultant could do a study in a very quick <br />time. <br />Mr. Minetor disagreed, explaining that such a study <br />would take quite some time, as follow up must be <br />done with the people who are observed to be using the <br />roads, and it just can't be done that quickly. He <br />stated his concern with the study is in not having <br />• adequate time to get the information Councilmember <br />Quick is looking for, with the April 9 deadline for <br />making a decision. A study could be prepared in <br />that time but a number of assumptions would have to <br />be made, for a preliminary report to be ready by <br />April 9. A final report would not be ready until <br />the end of April, and he questioned whether it would <br />do any good if action had already been taken on <br />April 9. <br />Councilmember Quick stated he felt the straw vote <br />that was taken last week closed the door on any <br />other action to be considered. <br />Councilmember Blanchard stated this is not slamming <br />the door but rather being fiscally responsible. She <br />stated the City is strapped for extra money. <br />Councilmember Quick replied that he knows for a fact <br />that the City has adequate. funds for any study it <br />wishes and the contingency fund is in good shape. He <br />pointed out the City does not borrow funds, and the <br />paltry amount of funds needed for a traffic study <br />does not warrant one death, crippling or accident. <br />Motion Failed <br />Councilmember Paone stated. he had to agree with Mr. <br />• Minetor, as he is the professional. <br />
