City Council October 22, 1990 <br />Regular Meeting Page Five <br />-------------------------------------------------------------------------- <br />• Mr. Minetor explained he, Attorney Karney and Council- <br />member Quick have reviewed the proposed joint powers <br />agreement and found no items that they felt needed <br />changing. The City of Blaine will take action after <br />Mounds View and Spring Lake Park have done so. This <br />agreement primarily formalizes the process that has <br />been followed over the past several years between the <br />three cities-for fire department services. <br />Mr. Minetor read proposed Resolution No. 4003. <br />Motion/Second: Quick/Blanchard to approve Resolution <br />No. 4003, approving a joint powers agreement between <br />Blaine, Spring Lake Park and Mounds View for the <br />provision of fire protection services. <br />4 ayes 0 nays <br />13. No. <br />2 ayes 2 nays 4002 Approving <br />Charitable <br />Councilmembers Blanchard and Wuori voted against Gambling License <br />• the motion. and Locations <br />Motion Failed <br />Mr. Minetor stated he was not aware of any other <br />local groups who have requested this. This is <br />primarily a renewal which is being requested. <br />State law now requires that locations be indicated <br />when approved. <br />Motion/Second: Blanchard/Wuori to approve <br />Resolution No. 4002, approving charitable gambling <br />license and locations for the Mounds View Lion's <br />Club, and waive the reading. <br />3 ayes 1 nay <br />Councilmember Quick voted against the motion, stating <br />he feels this should come to the Council at an agenda <br />session to give the Council the opportunity to discuss <br />it with the Lion's Club members and see how the <br />operation has been going. He stated he has nothing <br />against the Lion's Club, noting they have done a lot <br />of good in Mounds View. He stated he would like the <br />opportunity to review this before approving it. <br />• Councilmember Blanchard stated she was sure they would <br />come in if asked. <br />Motion Carried <br />Jerry Linke, 2319 Knoll Drive, briefly reivewed their <br />operation and changes they have seen since the new <br />gambling laws took effect. <br />
