• <br />Mounds View City Council <br />Regular Meeting <br />Page Six <br />November 8,.1993 <br />Orduno reported that Resolution No. 4447 provides the legal <br />mechanism by which the City may reimburse TIF District No. 2 fund <br />from the proceeds of the Revenue Bonds for the purchase of Lot 16, <br />Block 2, Northstar Industrial Park.. <br />Orduno asked that a caveat be added to the .Resolution stating that <br />prorated taxes from 1993 be funded from the golf course development <br />fund, 698-4121-303. Orduno stated that staff would be bringing the <br />final resolution to proceed with the bond issue to the next meeting. <br />The Marketing Analysis people projected that the course revenue will <br />be over the .expenditures by the end of the third year of operation <br />of the course. It was also projected that the golf course would <br />bring in an average net income of $126,000 per year over a 20 year <br />period. <br />MOTION/SECOND: Wuori/Blanchard to Waive the Reading and Approved <br />Resolution No. 4447 Establishing Procedures Relating to Compliance <br />with Reimbursement Bond Regulations Under the Internal Revenue Code <br />VOTE: 5 ayes 0 nays Motion Carried <br />D. Consideration of Recommendation of Award of Architect for Golf <br />Course Pro Shop and Maintenance Building <br />This item was removed from the agenda and postponed to the November <br />22, 1993 Council Meeting. Samantha Orduno, City Administrator, <br />explained that the Golf Course Task Force had interviewed .three <br />architectural firms and is still in the process of negotiating with <br />two of those firms to receive the best possible price. Mary <br />Saarion, Director. of Parks, Recreation and Forestry will have the <br />request for the award of the bid at the next Council Meeting. <br />E. Introduction and Consideration of Ordinance No. 531 Amending <br />Chapter 70 "Municipal Water System" of the Mounds View Municipal <br />Code <br />Paul Harrington, City Planner reviewed Staff Report No. 93-685C <br />stating that the Code 70 of the existing Municipal Code requires <br />that properties which do utilize on-site wells submit certified test <br />results to the City twice per year. The Ramsey County Department of <br />Health 'and the Minnesota Department of Public Health feel that the <br />testing once per year is adequate to monitor the water quality of <br />wells. <br />MOTIONf SECOND: Quick/Trude to Waive the Reading and Formally <br />Introduce Ordinance No. 531 Amending Chapter 70 of the Mounds View <br />Municipal Code <br />VOTE: 5 ayes 0 nays Motion Carried <br />• <br />
