This <br />process could involve a resident survey to determine citizen <br />priorities. REPORT OF ATTORNEY: City Attorney Mark Rarney was out ill. <br />Public Works Director/City Engineer Ric Minetor presented <br />Resolution No. 4052 to Approve the Hiring of Tracy Green as a <br />Permanent Part-Time Public Works Secretary as of February 25, <br />1991 at a salary of $7.40 per hour with a six month probationary <br />period. <br />3 ayes 2 nays Motion Carried <br />Councilmember Rickaby stated she approved of the hiring but did <br />not understand why the new Public Works Part-Time Secretary would <br />• not be able to be utilized in the administration of the Surface <br />Water Management Plan. <br />Councilmember Blanchard stated she voted no to the hiring because <br />she felt this was a bad time to add a new employee in light of <br />LGA to the hiring because she felt this was a bad time to hire <br />with the LGA cuts and that spending should be conserved. <br />Mayor Linke and Councilmember Quick concurred that this position <br />could free up the Public Works Foreman to spend his time doing <br />the work that he needs to be accomplishing and not having <br />to do so much of the paperwork. <br />14. REPORT OF COUNCILMEMBERS: Quick, Blanchard, Rickaby, Wuori and <br />Linke. <br />Councilmember Quick had no report. <br />Councilmember Blanchard had no report. <br />Councilmember Rickaby reported that she had attended the League of <br />Minnesota Cities orientation for newly elected officials. <br />There was a presentation by the Mayor of Moorehead at which he <br />spoke on Councils and staff and how to handle certain citizen <br />• complaints and negative feedback. She requested that the City's <br />citizen complaint policy be considered for discussion at the next <br />agenda session. <br />
