Mounds View City Council <br />~egular Meeting <br />Page Two <br />December 28, 1992 <br />MOTION/SECOND: Rickaby/Quick to approve the minutes of the <br />December 14, 1992, Council Meeting, as presented. <br />VOTE: 5 ayes 0 nays Motion Carried <br />SPECIAL ORDER OF BUSINESS: <br />There was no special order of business scheduled for this meeting. <br />RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR: <br />Richard Oman, 8205 Groveland Road, stated the he had spoken to the City <br />Administrator, Samantha Orduno, regarding the receipt of Council Packets. <br />Mr. Oman stated that he had received four or five packets. After reviewing <br />the packets and comparing the packets he received to those that the City <br />Council received he reported that he did not receive all the materials that <br />the Council received. Mr. Oman questioned why he was being denied <br />information. Mr. Oman commented that he had been billed for the <br />packets but had not paid for them because he was upset about not receiving <br />11 of the information. Mr. Oman further stated that Orduno stated a <br />~ifferent fee than what he was invoiced. <br />Mayor Linke explained to Mr. Oman that anyone who requests packets gets <br />exactly the same information as the Council with the exception to large <br />books or binders because of the cost of copying them. Linke also pointed <br />out that many times items are received at the meetings and that those same <br />items are available to the public and are located in the Public Book on the <br />Recording Secretary's table. <br />Samantha Orduno, City Administrator, pointed out to the Mr. Oman what it <br />costs to process an agenda packet and that the City is charging a very <br />minimal amount for the information in the packet. Orduno pointed out that <br />for an average agenda it costs approximately $9.00 per packet. The City <br />charges $55.00 per year for 36 packets. Orduno asked Mr. Oman what items he <br />didn't receive that the Council receives. <br />Mr. Oman reported that he had not received "This Is It", "Staff Stuff", tax <br />information, some staff reports, and the budget information. Oman stated <br />that when he spoke to Samantha about receiving a packet she told him it <br />would be between $25 and $30 for the entire year. Mr. Oman stated that he <br />understood that the Council determines what information is put into the <br />packet. <br />Orduno stated that in order to clear the record she had never quoted $25 or <br />~30 as a cost for packets for a year. <br />
