Ms. Warren feels that the small trash generator should <br />not be penalized for the person who generates more trash and vice versa. <br />The residents should have an option of sharing trash hauling with another <br />resident. Ms. Warren feels there are many creative ways to keep track of <br />the trash. <br />Ms. Warren stated that organized collection may cost less in the beginning <br />but are the residents billed less to have their trash picked up but pay more <br />in property taxes for City services. Ms. Warren's last comment was that the <br />City-would not be giving her a choice of haulers if they divided the City up <br />into quadrants and had one hauler for each quadrant. <br />Acting Mayor Blanchard stated that volume based charges will be considered. <br />Four quadrants is one of many ideas. The Council is looking for your ideas <br />and options tonight. <br />Richard Oman, 8205 Groveland Road, had been a member of the Environmental <br />Quality Task Force. Mr. Oman stated that it became very apparent to him <br />that Mounds View was behind the times compared to neighboring communities <br />with regards to recycling and garbage hauling. Mr. Oman also stated that <br />the communities that have the lowest rates are communities with single <br />hauler systems. <br />~a1t Witzke, 771 Emerald Drive, New Brighton, stated that he is the Ralph <br />Nader of recycling. Mr. Witzke passed out a memorandum to the Council and <br />requested that it be made part of the official record of the meeting. Mr. <br />Witzke reviewed the contents of his memorandum and then stated that Mounds <br />View should worry about its recycling and set a plan for collection of <br />recyclables and not worry about the haulers. <br />Ric Minetor, Director of Public Works/City Engineer, stated that the public <br />hearing held tonight was held in order that a resolution of intent could be <br />passed so the City could study this issue for a 90 day period and study all <br />of the options available. <br />Acting Mayor Blanchard stated that she had received calls from residents and <br />wanted to have them added to the record. They are as follows: <br />Ellie Lenz, 8467 Eastwood Road stated that she would like to see the <br />collection kept as is. <br />August Spitzer, 7888 Bona Road, that the City could do a better job at a <br />lower cost and one hauler would save our streets. <br />Earl Meyer, no address, stated that having no competition would increase the <br />rates. City should go with volume based prices. <br />Larry Saba, owner of Larry's Quality Sanitation, stated he had met with the <br />~ouncil a while ago and the issue at that time was recycling. Mr. Saba <br />~tated that what this mandate is getting at is so garbage is taken care <br />
