Mounds View City Council <br />~egular Meeting <br />Page Eight <br />March 9, 1992 <br />4. Ric Minetor, Director of Public Works, City Engineer, reviewed <br />Staff Report No. 92-198C, a request to use MSA Funds for the <br />reconstruction of Long Lake Road. Minetor stated that the Council is <br />required to formally request the Commissioner of Transportation to <br />authorize the use of Municipal State-Aid Street Funds for use on a <br />County-State Highway project. The total amount requested from State- <br />Aid funds is $696,421.90. This is used to pay for the City's share of <br />parking lanes, storm sewer, concrete walk, and other miscellaneous <br />items for which Ramsey County requires city participation. <br />MOTIONJSECOND: Blanchard/Rickaby to request the Commissioner <br />of Transportation to Approve Municipal State Aid Funds for <br />Reconstruction of Long Lake Road. <br />Councilmember Quick asked Minetor to explain what MSA funds <br />are. <br />Minetor explained that the gas tax that the taxpayers pay <br />is placed in three funds;~highway trust fund, county and city. <br />The amount the City received is decided by population and <br />number of miles the City has in Minnesota state aid network. <br />VOTE: 5 ayes 0 nays Motion Carried <br />5.~ Ric Minetor, Director of Public Works/City Engineer, reviewed <br />Staff Report No. 92-197C regarding parking restrictions for Long <br />Lake Road reconstruction. Minetor stated that Long Lake Road <br />between County I and County Road H2 has been designed to be <br />four lanes. Minetor further stated that parking would have to <br />be posted no parking along this section. Minetor also stated that it <br />is a requirement of Ramsey County to have the City Council adopt a <br />resolution stating they are in concurrence with the parking <br />restrictions. <br />MOTION/SECOND: Quick/Wuori to adopt Resolution No.4201 <br />requesting Ramsey County to restrict parking along a portion of <br />Long Lake Road <br />VOTE: 5 ayes 0 nays Motion Carried <br />6. Ric Minetor, Director of Public Works/City Engineer, reviewed <br />Staff Report No. 92-20oC regarding parking restrictions oh <br />streets adjacent to Robert's Off 10. These streets are Edgewood, <br />Greenfield, O'Connell and Clearview. Minetor stated that the <br />residents came in with a petition at the February 24, 1992 asking <br />the City to prohibit parking from 10:00 p.m. to 6:00 a.m. on these <br />streets. Staff felt that this was an adequate amount of time to <br />prohibit parking. If a problem arose on O'Connell and Jeffrey Drives, <br />these streets could be phased in at a later time. <br />
