Mounds View City Council <br />~egular Meeting <br />Page Five <br />May 11, 1992 <br />Councilmember Rickaby stated that the reason that she removed Item No. 5, <br />Set Public Hearings for the On-Sale, Off Sale Intoxicating Liquor and Wine <br />License Renewals was that residents come to these public hearings and <br />address the Council as to their concerns and the Council does nothing about <br />it. Councilmember Rickaby stated that the Council has to take into <br />consideration what the public is bringing to them. <br />Mayor Linke stated that holding public hearings helps to relieve tension <br />between the owners of the establishments and the residents regarding <br />problems that exist. When the City first began holding these public <br />hearings, there was always complaints about the businesses, now there is no <br />one talking about the businesses. <br />Councilmember~Rickaby gave an example of the residents who came in last year <br />with concerns regarding Robert's Off 10 and the Council's response was that <br />they couldn't do anything about the concerns at that forum. The residents <br />were told to bring the complaints to the Council at a different time. The <br />residents came back on their own because the City Council failed to schedule <br />these items. <br />Councilmember Quick stated that the complaints become part of a public <br />record and the Council can then respond to them. <br />~amantha Orduno, City Administrator, stated that the public hearing gives <br />the City a legalized system of record. Orduno further stated that this does <br />not build a case but does establish a house paper trail. Items that are not <br />criminal can be taken care of such as parking and serving an underage person <br />alcohol. Orduno further stated that there was an opportunity given to the <br />residents and the owner to get together to discuss problems, but there were <br />persons who did not want to participate in this particular type of forum. <br />MOTION/SECOND: Wuori/Rickaby to approve Item 5, Set Public Hearings <br />for On-Sale, Off-Sale and Wine License Renewals <br />VOTE: 5 ayes 0 nays Motion Carried <br />COUNCIL BUSINESS: <br />1. Carla Asleson, Recycling Coordinator, reviewed Staff Report No. 92-269C <br />on behalf of the Environmental Quality Task Force, regarding the <br />scheduling of a public hearing to consider a resolution of <br />intent to organize collection of solid waste and recyclable <br />materials. Asleson stated that in order to discuss the <br />possibilities regarding organized collection a public hearing <br />must be held. Effective July 1, 1992 State Law requires that <br />municipalities of 5,000 or more persons ensure that all <br />. households and businesses in the City have solid waste collection <br />service or are disposing of their trash in an environmental manner. <br />The Environmental Quality Task Force is looking into other means of <br />
