Mounds View City Council <br />~~egular Meeting <br />Fage Seven <br />May 11, 1992 <br />MOTION[SECOND: Wuori/Quick to approve the expenditure of $1,611 for <br />the City of Mounds View's percentage share of requested architectural <br />services for the multi-jurisdictional Regional Senior Community Center <br />5 ayes 0 nays Motion Carried <br />4. Mary Saarion, Director of Parks, Recreation and Forestry reviewed <br />Staff Report No. 92-273C considering the adoption of Resolution No. <br />4227 establishing a comprehensive trailways system policy for the City <br />of Mounds View. <br />Saarion stated that with the adoption of the above referenced <br />resolution it is hoped that all departments, commissions and present <br />and future Councils of the City of Mounds View will acknowledge this <br />policy in the future development of a Trailways System in the City of <br />Mounds View. The Trailways Advocacy Group is a group of volunteers <br />that worked on the establishment of the proposal since November of <br />1991. <br />MOTION/SECOND: Blanchard/Wuori to adopt Resolution No. 4227 <br />Establishing a Comprehensive Trailways System Policy for the City of <br />Mounds View and to Accept the Trailways Proposal as a Working Document <br />Councilmember Rickaby emphasized the fact that this document would <br />be a working document. Rickaby commended this group of volunteers for <br />the fine job they did on the Trailways Proposal, however, she stated <br />that she has a major concern about the trailway design that would <br />cross 10 at Groveland. It would be unsafe for persons to cross <br />Highway 10 with a bike. The trailway should be at an intersection with <br />a semaphore. <br />Mayor Linke stated that the safety of the residents crossing at <br />Highway 10 would be discussed when the group studied that particular <br />trailway. <br />VOTE: 5 ayes 0 nays Motion Carried <br />5. Ric Minetor, Director of Public Works/City Engineer, reviewed <br />Staff Report No. 92-274C regarding city-wide parking restrictions. <br />Minetor stated that restricting the parking would aid <br />the Public Works Department in snow removal and street sweeping and <br />would help the Police Department with the enforcement of parking <br />problems and public safety when patrolling at night. Minetor stated <br />that staff would draft an ordinance for the next regular council <br />meeting. <br />Councilmember Rickaby stated having a public hearing regarding this <br />item would be an appropriate time to give citizens an opportunity to <br />come in and ask questions and state their opinions.
