Mounds View City Council <br />~egular Meeting <br />Page Six <br />November 23, 1992 <br />commission and that a work plan should be formulated. <br />Councilmember Wuori stated that the Environmental Quality Task Force is a <br />unique group. This Task Force seeks its own mission. All other Task Forces <br />and Commissions have a course to follow. This group sought out items to <br />cover and brought those items to the Council. Wuori stated that it is nice <br />to see a community working together. <br />VOTE: 5 ayes 0 nays Motion Carried <br />Councilmember Rickaby stated that she received her Property Tax Statement <br />this past week and it showed a significant increase in her property value as <br />well as significantly more than 8.3~ increase in property taxes proposed for <br />the City of Mounds View. Rickaby wanted to know if the increase valuations <br />were considered when the dollar amounts were given to Council. <br />Mayor Linke stated Don Brager, Finance Director, did not have all that <br />information from the County. <br />Samantha Orduno, City Administrator, responded that she had received many <br />phone calls and stated that property values have gone up. Some of the <br />reasons behind the increase in property values are that there have been <br />legislative changes in property classifications plus increases in the values <br />hat Ramsey County places on homes. Orduno stated if the value of the home <br />went up, then the City's portion of the taxes also went up. <br />Mayor Linke stated that property values on his own home have gone up and <br />down in the last two years. Linke stated that according to Ramsey County <br />the average is about three and one-half percent. Those whose property <br />values went down will have a decrease in taxes. <br />Orduno stated that the Proposed Property Tax Statement was confusing because <br />the persons reading as the State Truth in Taxation Law states that the <br />cities provide the County with their proposed levy by September 15. The <br />City has not finalized their budget by the time the city has to provide the <br />County with the levy. People need to be told that it is a proposed levy. <br />Councilmember Rickaby stated that with the proposed 8.3~ property tax levy. <br />Rickaby asked if that means this would be what an average homeowner would <br />pay increased over the property taxes in 1992. <br />Orduno stated that the 8.3 is the percent levied from 1992 to 1993. <br />Orduno stated that the Council did not make a direct correlation between the <br />8.3~ because Council was looking at the total revenue the franchise fee <br />would provide if the Council were to raise that same amount through property <br />taxes. <br />ouncilmember Rickaby stated that 8.3 percent is the increase from 1992 to <br />993.
