She encouraged the City to enhance the code compliance area without adding a fee and a <br /> new City program. <br /> Mayor Flaherty asked if the Council had to take action on the item this evening. City <br /> Administrator Ericson stated the Council should make a recommendation or direct staff on the <br /> issue. He suggested the Council table or postpone action on the Ordinance this evening which <br /> would allow staff to complete further research on the issues raised this evening. <br /> MOTION/SECOND: Flaherty/Mueller. To Postpone the First Reading and Introduction of <br /> Ordinance 857, An Ordinance adding Chapter 1013 to the City Code (Vacant Building <br /> Registration) until the first meeting in May, 2011. <br /> Council Member Mueller suggested the Council establish a task force to further investigate the <br /> vacant building registration process. Community Development Director Roberts indicated staff <br /> would speak with the realtors association first before creating a task force. <br /> Mayor Flaherty felt that property owners within the community had every right to keep their <br /> property vacant if well maintained. <br /> Council Member Stigney requested Staff speak with neighboring communities to see how they <br /> were addressing vacant buildings and blighted properties. • <br /> Council Member Hull felt the Ordinance would assist Staff in dealing with code enforcement <br /> issues and would be enhanced after speaking with further with the area realtors. <br /> Council Member Gunn supported the Ordinance and wanted to see the City become more <br /> consistent with code enforcement. <br /> Ayes—5 Nays—0 Motion carried. <br /> C. Resolution 7745, Approving a Contract with Dick Gripentrog General <br /> Contracting for Interior Painting Improvements at the Community Center. <br /> Public Works Director DeBar stated last October the Council approved several improvements to <br /> the Community Center. The second phase was complete and the furniture has been <br /> reupholstered. The City has received a great deal of positive feedback from the improvements. <br /> Staff would now like to proceed with repainting the Community Center as the paint was original <br /> and through the painting improvements,the facility would be brought up to date. <br /> Public Works Director DeBar explained the YMCA Advisory Committee was onboard with the <br /> paint selections. He reviewed several other proposed improvements that would be made to the <br /> site. Staff recommended the Council approve the contract for improvements at the Community <br /> Center with Dick Gripentrog for an expense not to exceed $25,715. The work would be <br /> completed March 27`h through April 2nd. The contract would be funded through the YMCA <br /> • <br />
