To Waive the Reading and Adopt Resolution 7767, <br /> 5 Approving the Hire of Andrew Olson to the Position of Police Officer to the Mounds View <br /> 6 Police Department. <br /> 7 <br /> 8 Council Member Stigney noted Andrew Olson appeared to be a great candidate for the Police <br /> 9 Officer position. However, he encouraged each department head within the City to further <br /> 10 evaluate the structure of their department to create greater staffing efficiencies rather than just <br /> 11 rehiring open positions. This would greatly assist given the current budget constraints. <br /> 12 <br /> 13 Ayes—4 Nays— 1 (Stigney) Motion carried. <br /> 14 <br /> 15 C. Resolution 7770, Authorizing the Advertisement for the Engineering/GIS <br /> 16 Intern. <br /> 17 <br /> 18 Public Works Director DeBar stated in June of 2006 the Public Works Department hired an <br /> 19 engineering intern in lieu of a seasonal position. This hire was in response to the upcoming City <br /> 20 capital improvement projects. The position was adjusted last February to include GIS duties to <br /> 21 greater assist the City on a part-time basis. He explained the intern was a cost effective way for <br /> 22 the City to complete GIS tasks without needing to hire an outside consultant. <br /> 23 • <br /> 24 Public Works Director DeBar noted the position was fully funded by the Water and Sanitary <br /> 25 Sewer Enterprise Fund. He understood there were no guarantees the position would continue <br /> 26 beyond the 1-3 year term. He explained the current intern, Kevin Cook, has resigned his <br /> 27 position. Staff requested the Council authorize advertisement for another engineering/GIS intern. <br /> 28 The position would greatly assist the Public Works Department with the unfunded mandate for a <br /> 29 traffic sign inventory,evaluation and plan. <br /> 30 <br /> 31 Mayor Flaherty questioned when the GIS mapping for the City would be complete. Public <br /> 32 Works Director DeBar explained this was an ongoing process that allowed the maps to be stored <br /> 33 in electronic databases for the City. <br /> 34 <br /> 35 Mayor Flaherty suggested the City collaborate with the City of New Brighton on the sign <br /> 36 inventory as they had purchased a new piece of equipment to create signs. <br /> 37 <br /> 38 Council Member Mueller indicated the previous intern did great work on behalf of the City. She <br /> 39 questioned if the unfunded mandate allowed the intern to be paid through the Water and Sanitary <br /> 40 Sewer Enterprise Fund. Public Works Director DeBar explained this was the case. <br /> 41 <br /> 42 Council Member Mueller asked if the intern was affordable given the fact the City would be <br /> 43 refurbishing the water tower and completing Area D this summer. Public Works Director DeBar <br /> 44 indicated this was not a new position, but rather filling a current vacancy and was budgeted for <br /> 45 2011. • <br />
