Mounds View City Council October 10,2011 <br /> • Regular Meeting Page 7 <br /> Mayor Flaherty suggested Staff seek out the warranty information on the City Hall roof and the <br /> projected life expectancy for the Community Center's new roof. <br /> Council Member Stigney expressed concern that the new roof had only a ten year warranty <br /> considering this was a high quality roof. <br /> MOTION/SECOND: Gunn/Hull. To Waive the Reading and Adopt Resolution 7837, <br /> Authorizing INSPEC, Inc. to Perform Engineering Design and Prepare Bidding Documents for <br /> the 2012 Reroofing of Community Center and Water Treatment Plant No. 1 Project. <br /> Council Member Mueller commented the City had $265,000 programmed for the roof <br /> replacement in 2012. She questioned if the engineering plans would be good in 2013 or 2014 if <br /> the necessary funds were not available in 2012. Finance Director Beer stated the 2012 budget <br /> was not set and the amount could be increased to $500,000. He stated$1.2 million was available <br /> in the Special Projects Fund to cover the additional expense. <br /> Mayor Flaherty thanked the Council for the detailed discussion on this item. <br /> Ayes—5 Nays—0 Motion carried. <br /> • G. Resolution 7838, Authorizing Barr Engineering Company to Perform a <br /> Sediment Survey and Prepare an Evaluation Report for Silver View Pond. <br /> Public Works Director DeBar commented Silver View Pond was a key pond in the City's <br /> stormwater system. He stated the pond was excavated in 1982 and was 9.3 acres in water surface <br /> area. The pond provided stormwater storage for the developments in this area with three bays <br /> offering sediment removal. He indicated the pond also provided flood protection. <br /> Public Works Director DeBar explained the MPCA requires that stormwater ponds be surveyed <br /> when a pond is suspected of reaching 50% of its storage capacity. He explained the last study on <br /> this pond was completed in 1989. The report came back stating the pond was functioning fine. <br /> However, the pond was now closer to 30 years in age and may need to be dredged. Given the age <br /> of the pond, Staff recommended Barr Engineering Company perform a sediment survey and <br /> prepare an evaluation report for Silver View Pond. This information would provide the City with <br /> an assessment of how the pond was functioning. <br /> Council Member Mueller questioned how much the additional core samples may cost the City. <br /> Public Works Director DeBar stated after the sediment survey was completed, the PCA has <br /> requirements on how core sample were to be taken. He noted dredging estimator would also be <br /> included in the evaluation report. <br /> Finance Director Peer asked if the City had any other alternatives to dredging the pond. Public <br /> Works Director DeBar felt the pond would have to be dredged but snow removal practices and <br /> • construction silt fences would assist in keeping the pond more clear going into the future. <br />
