Discussion:
The Vactor Sewer Cleaning Truck was first budgeted to be replaced in 2009, and again
in the 2010 and 2011 adopted Budgets under the Sanitary Sewer Enterprise Fund (730-
4823-7030). The 2011 Budget currently has $330,000 included under this Fund. Public
Works Staff has evaluated several vendors and obtained quotes for new units from the
State of Minnesota Cooperative Purchasing Venture.
While the cost of a new sewer cleaning unit can be an overwhelming dollar amount at
first appearance, the long term cost of running a unit beyond the 15 year mark has the
potential of costing even more with continued repairs. While the City has been fortunate
to not be impacted by major repairs to date, they are inevitable. By utilizing the State
Contract, the City will be able to take advantage the best costs on products for all
government agencies.
In the summer of 2010, Public Works Staff investigated and operated various
manufacturer units, as well as interviewing the vendors. Staff concluded the Vactor
model 2100+ would be best suited for the Department and will serve the City for the
next 15+ years. The lowest total cost (with the trade in of the old unit) is $296,541.79
plus sales tax and any applicable license fees and was provided by MacQueen
Equipment, Inc. Not included in this cost are two items that staff recommends to be
installed to aid in the operation and maintenance of the unit:
Auto Lube for the Chassis $7,578.00 plus sales tax (To be installed by the
vendor)
Pro-vision camera system $1,255.00 + sales tax (To be installed by staff)
The total cost of the 2011 Vactor 2100 with the above items would be $305,374.79 plus
sales tax and applicable license fees.
Recommendation:
Staff recommends the purchase of a 2011 Vactor 2100 from MacQueen Equipment
along with the installation of the auto lube for the chassis and pro-vision camera system
at a cost of $305,374.79 plus sales tax and any applicable license fees from account
number 730-4823-7030.
Respectfully submitted,
Don Peterson
Public Works Supervisor
Vactor Report
Jan 10, 2011
Page 2
