PROCEEDINGS OF THE MOUNDS VIEW CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />Executive Session <br />Date: December 20, 2010 <br />Mounds View City Hall <br />2401 Highway 10, Mounds View, MN 55112 <br />Time: 6:00 p.m. <br />1. EXECUTIVE SESSION IS CALLED TO ORDER AT 6:00 p.m. <br />2. ROLL CALL: <br />Mayor Flaherty, Council Members Stigney, Hull, Mueller, and Gunn. City Administrator <br />Ericson, Assistant City Administrator Crane, League of Minnesota Cities (LMC) <br />Attorney Patricia Beety, and City Attorney Bob Alsop. <br />A motion was made by Council Member Mueller, seconded by Council Member Hull, to <br />recess into executive closed session to (1) engage in a confidential attorney-client <br />discussion relating to the Sommer v. Mounds View litigation, and to (2) consider <br />strategies for upcoming labor negotiations, with adjournment of the meeting to occur <br />from within the closed session. <br />Vote: 5 – 0. <br />The public meeting was recessed at 6:04 pm. <br />3. Pursuant to Minnesota Statutes, Section 13D.05, subdivision 3(b), to conduct a <br />closed session pursuant to the attorney-client privilege to engage in confidential <br />attorney-client communications related to a pending litigation matter: Sommer vs. <br />City of Mounds View. (6:04 p.m. – 6:58 p.m.) <br />City Staff, City Council, LMC Attorney Beety and City Attorney Alsop discussed the <br />status of a pending litigation matter against the City. <br />4. Pursuant to Minnesota Statutes, Section 13D.03, to consider strategies for labor <br />negotiations, including negotiation strategies or developments or discussion and <br />review of labor negotiations proposals, conducted pursuant to Minnesota Statutes <br />Sections 179A.01 - 179A.025. (6:58 p.m. – 7:24 p.m.) <br />City Staff and the City Council reviewed and discussed the negotiation strategies for the <br />Police Officer and Police Sergeant Union Contracts for 2011. LMC Attorney Beety and <br />City Attorney Alsop were not present during the union contract discussion. <br />5.
