Mounds View City Council February 13, 2012 <br /> Regular Meeting Page 9 <br /> Police Chief Kinney stated a decrease in property crimes was seen in 2011 but there was a rise in <br /> the number of medical calls. He anticipated this being a trend that would continue as the <br /> population ages in the City of Mounds View. <br /> Police Chief Kinney indicated the top crime in the City was theft, which was common <br /> throughout the metro area. He reviewed the school resource officers' activity stating he was <br /> working to guide tardy students, along with other behavior intervention actions. <br /> Mayor Flaherty appreciated the school resource officer. He discussed a recent article in which a <br /> Girl Scout Troop recognized Officer Knitter as a Local Hero helping the students to feel safer at <br /> school. <br /> City Administrator Ericson questioned if 10% of the vehicles stopped in the City resulting with <br /> an incarceration was a high percentage. Police Chief Kinney indicated he would have to review <br /> the numbers further to provide an accurate figure. <br /> Council Member Stigney asked why only one third of the vehicles stopped were cited. Police <br /> Chief Kinney indicated the Towards Zero Deaths initiative worked to pull over as many vehicles <br /> as possible, to reduce the number of drunk drivers on the roadway. He stated non- <br /> moving/equipment violations make up a large portion of stopped vehicles. <br /> • Police Chief Kinney noted that 100 fifth graders graduated from the DARE program last spring <br /> and an additional 100 students were in the program at this time. He noted the crime prevention <br /> officer was completing tobacco and alcohol compliance checks. All tobacco license holders <br /> passed their compliance checks. However,there were several alcohol compliance failures. <br /> Police Chief Kinney stated the new hires for the department have been very successful for the <br /> Police Department. He reviewed the promotions within the department over the past year stating <br /> the department was now fully staffed. <br /> Police Chief Kinney stated 16 students attended a gun safety course with the department last <br /> year. He anticipated another successful class in the spring of 2012. He reviewed other various <br /> community events that the department took part in. <br /> Police Chief Kinney mentioned the Mounds View K-9 program would begin March 5th. Officer <br /> Nick Erickson has been selected as the department's handler and would be attending training in <br /> St. Paul. The department was eagerly anticipating the arrival of the K-9. <br /> Council Member Mueller questioned if the department would hold a meet the public event for <br /> the K-9 unit. Police Chief Kinney stated he would be willing to have a meet and greet with the <br /> Council after Officer Erickson graduates from the K-9 program. <br /> City Administrator Ericson commented he was putting together a funding request for Bethlehem <br /> • Baptist Church. He suggested any thoughts or questions be brought to Staff by the end of the <br /> week. <br />
