Planning Associate Heller stated if dirt tracks were seen in the yard and if <br /> there was evidence of the yard being disturbed this would be determined to be frequently. She noted staff would visit a site a number of times over the course of several weeks before <br /> a determination was made. After a vote, Jerry Skelly was <br /> named the 2011 Citizen of the Year.
