To postpone action on this item until after reviewing the trail recommendations from the Parks Commission and Staff. <br /> <br />Mayor Flaherty expressed concern with the location of this sidewalk segment as it would be a downhill slope heading into the school. He requested Staff review the sidewalk location <br /> further with the Parks Commission. <br /> <br /> Ayes – 2 Nays – 3 (Gunn, Hull, Mueller) Motion failed. <br /> <br />ORIGINAL MOTION: <br /> <br /> Ayes – 3 Nays – 2 (Stigney, Flaherty) Motion carried. <br /> <br /> P. Resolution 7936, Authorizing Inspec, Inc. to Prepare Exterior Wall Management Program for Municipal Facilities. <br /> <br />Public Works Director DeBar stated the City has 16 municipal facilities and were built in the 1960’s out of brick and mortar. Maintenance on these facilities was needed as moisture <br /> was able to seep behind the brick. In particular, the two million gallon water reservoir was in need of maintenance. The City did not have an expert on Staff to make a recommendation <br /> on how to properly maintain these brick structures. Staff recommended Inspec be allowed to prepare an exterior wall management program for each municipal facility. He noted the expense <br /> would be split between the Water Fund and Parks Fund. <br /> <br />Council Member Mueller requested further information on the normal maintenance routine for brick and mortar buildings. Public Works Director DeBar stated he was not aware of any maintenance <br /> being done on any City buildings in the last 30 years and they were in need of attention. He stated the sun and rain conditions varied on each building which made each building and <br /> its maintenance unique. <br /> <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading and Adopt Resolution 7936, Authorizing Inspec, Inc. to Prepare an Exterior Wall Management Program for Municipal Facilities for $6,500. <br /> <br />Council Member Stigney anticipated Inspec would find many issues with the City buildings. <br /> <br />Mayor Flaherty agreed, but wanted the City to be proactive with the maintenance of its buildings. <br /> <br /> Ayes – 4 Nays – 1 (Stigney) Motion carried. <br /> <br />8. CONSENT AGENDA <br />Resolution 7937, Accepting Community Forest Bonding Grant from Minnesota Department of Natural Resources.
